122 <br /> <br />DRAFT <br /> <br /> There was no one else present to address the Board, and Chairman Fennel <br />closed the public hearing at 7:30 p.m. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Co~issioner Privette and <br />unanimously carried, the Board approved the submission of the CDBG <br />Infrastructure Grant application for the come, unities off Poplar Tent Road and <br />Highway 73 West contingent upon the receipt of confirmation of participation <br />in funding by the cities of Concord and Kannapolis. Further, the Board <br />authorized the Chairman to sign the grant application and related documents <br />on behalf of Cabarrus County with Stark Associates to complete the grant <br />application at a cost of $5,000.00. <br /> <br /> Mr. Stark stated that during the public hearing there was discussion <br />about the funding the cities of Concord and Kannapolis would be putting into <br /> <br />would be paid to the respective cities to help fund the project. He presented <br />a proposed resolution establishing fees for future connections to the lines <br /> <br />Booe-Untz Company and Centex Homes for a portion of their funding. <br /> <br />unanimously carried, the Board approved the following Resolution establishing <br />water charges for the CDBG infrastructure project with the addition of a one <br />and one-half percent (1~%) collection fee to the County and subject to the <br />County Manager being able to resolve issues with the City of Concord <br /> <br /> Resolution No. 2001-11 <br /> <br /> WHEREAS, the County of Cabarrus is applying for funding to the North <br /> <br />Cox Mill Road, Poplar Tent Road, Harris Road, Highway 73 and Shiloh Church <br />Road area and using Community Development Block Grant funds, and <br /> <br />A. 3/4" service meter -- $500.00 <br /> 1" service meter -- $500.00 <br /> 2" service meter -- $1,000.00 <br /> 4" service meter -- $1,000.00 <br /> <br />B. Commercial and Industrial users will be assessed $2,000.00 per <br /> <br />This fee is additional to normal fees charged by the City of Concord and the <br />City of Kannapolis and shall be paid to Cabarrus County in full prior to <br />obtaining building permits and will be reviewed from time to time as <br />appropriate. The County shall retain a one and one-half percent <br />collection fee. <br /> <br /> <br />
