The process for analyzing the data, formulating a recommendation, and having that recommendation <br />reviewed by the Boards of Commissioners is described in General Statute 153A-17 & 18 (attached). An <br />outline of the process provided by the NC Geodetic Survey to all Special Commissioners is also <br />attached. As part of that process, the Mecklenburg Special Commissioner, John Petosky, and I have <br />already met twice to review the survey information and will meet again on July 18,2001. These <br />meetings include other County staff from both Counties representing property mapping, GIS mapping, <br />planning and tax assessment. The process for the next six months will include: a continued review of <br />survey data; review of mapping practices; technical discussions relating to the matching of two <br />separate GIS databases; analysis of aerial photography; identification of possible affected properties; <br />and, a parcel by parcel analysis of the County line projections. All of these factors are the technical and <br />mechanical process of analyzing the data. <br /> <br />The period following that analysis and the recommendation of the Special Commissioners will include <br />the time for public comment. The Special Commissioner recommendation will be forwarded to both <br />Boards of Commissioners. The Boards will then need to hold a public heating to consider that <br />recommendation and legal notification will be required for that hearing, in addition we will send a direct <br />mailed notice of the hearing to all property owners affected by any re-mapping of the line that is differs <br />from the current Cabarrus County tax maps. <br /> <br />The attached General Statute includes an outline of the method to be followed if the Special <br />Commissioners cannot agree on a single recommendation for the location of the County line. In <br />addition if the Special Commissioners agree on the location of the line, but the Boards of <br />Commissioners wish to establish a line that differs from that mapped, the remedy is to pursue <br />legislation to be enacted by the General Assembly to rs-establish the boundary between the Counties. <br /> <br />The great deal of concem that residents have about this issue has prompted a number of phone calls, <br />e-mails, office visits and a meeting in Cabarrus Woods with residents. I have attempted to respond to <br />each of these inquiries as quickly and as thoroughly as possible and will continue to do so. A resident <br />at the meeting in Cabarrus Woods suggested that we add maps of the surveyed arsa and updates of <br />meetings to our web site to provide further information.
