CONTRACT FOR ADMINISTRATIVE SERVICES <br /> <br />This AGREEMENT made this 20th day of August, 2001, by and between the County of <br />Cabarrus hereinafter called the OWNER and Stark and Associates, hereinafter called the <br />ADMI2xlISTRATOR. <br /> <br />Whereas, the OWNER intends to implement the 2001 CDBG Scattered Site Housing <br />Rehabilitation Program as described in the Cabarrus County Community Development <br />Block Grant Application for Scattered Site Rehabilitation dated June 15, 2001, including <br />areas in Cabarrus County excluding Concord and Kannapolis, more particularly <br />described as Grant No. 01-C-0777 hereinafter called the PROJECT. <br /> <br />NOW, THEREFORE, the OWNER and ADMINISTRATOR, for the consideration <br />hereinafter named, agree as follows: <br /> <br />The OWNER and ADMINISTRATOR hereby acknowledge and agree that no funds are <br />committed under this Agreement until such time as the State of North Carolina has issued <br />a necessary release of funds as provided by the Community Development Block <br />Guidelines and as stipulated in OWNER's funding approval. <br /> <br />The ADMINISTRATOR agrees to perform the above-named PROJECT professional <br />services as hereinafter set forth. <br /> <br />The owner agrees to compensate the ADMINISTRATOR for services as hereinafter <br />provided. <br /> <br />The ADMINISTRATOR's services shall include: <br /> <br />GENERAL ADMINISTRATION- SECTION I <br /> <br />1. Prepare Environmental Review Record and assist the County in achieving release of all conditions and <br /> funds. <br />2. Establish and maintain a filing system for the project in accordance with the Department of Commerce <br /> Model Filing System. <br />3. Assist the County in establishing a project financial management system. The consultant will be <br /> responsible for the preparation of all requisitions, disbursement documentation, and preliminary <br /> approval disbursements. The County will review, approve, and sign all requisitions and disbursement <br /> checks. All posting of checks will be performed by the County. <br />4. Draft, for Board approval, general policy documents to insure that the County is in compliance with all <br /> aspects of the Certification submitted with the Grant Application. This compliance to include citizen <br /> participation, anti-displacement, Section 504,etc. <br />5. Assist the County in procuring other professional services such as legal, appraisal, etc. to meet the <br /> program guidelines. This will include the development of advertisement, RFP's and contract <br /> documents meeting all Federal requirements. <br />6. Provide coordination for all third party professional contracts to insure the timely implementation of <br /> the project and provide assistance as needed to carry out the project. <br />7. Should project imptementation mandate the submission of an amendment, prepare the amendment for <br /> submission in accordance with guidelines established by the Department of Commerce. <br />8. Prepare all Annual Performance Reports required by the Department of Commerce. <br /> <br /> <br />
