152 <br /> <br />Resolution <br /> <br />Resolution No. 2001-16 <br /> <br />Whereas, the citizens of Cabarrus County made a clear UNo Tax Increase" <br /> statement to the Board of Commissioners of Cabarrus County and indeed the <br /> state of North Carolina on February 24, 1998 by rejecting a one cent local <br /> option sales tax by an Overwhelming 2 to i margin; and <br />Whereas, the property tax base and the sales base have grown dramatically <br /> over the last ten years in Cabarrus County and across North Carolina, <br /> thereby eliminating the need for increased property or sales tax rates; <br /> and <br />Whereas, the State of North Carolina promised to reimburse to the counties <br /> and cities the inventory taxes and intangible taxes and that should not be <br /> used to blackmail the counties into increasing sales taxes on a local <br /> level; and <br />Whereas, the State of North Carolina should not try to balance its budget on <br /> the backs of the counties because it refuses to reduce or cut wasteful <br /> programs; and <br />Whereas, the sales tax is a regressive tax that would hurt mostly the working <br /> families and senior citizens On fixed incomes and benefit large <br /> corporations who do not pay sales taxes; and <br />Therefore, Be It Resolved, that the Cabarrus County Coramissioners oppose <br /> Governor Mike Easley's attempt to impose an additional one-half of one <br /> percent local option sales tax on the people in Cabarrus County in <br /> exchange for not sending the promised inventory and intangible taxes and <br /> thereby balancing the State's budget on the backs of the counties. <br />A.nd, that the Governor and the legislature look to first cut back on or <br /> eliminate the wasteful social programs enacted by Raleigh over the last <br /> eight years before ever looking to increase taxes on the good citizens of <br /> North Carolina. <br />And, that this resolution be seat to the Governor, our local delegation and <br /> to the other ninety-nine county commissions in North Carolina. <br /> <br />Adopted this 23=" day of July 2001. <br /> <br />ATTEST: <br />/s/ Frankie F. Fennel, Chairman <br />Board of Co~unissioners <br /> <br />Closed Session - Acquisition of Property <br /> <br /> triON ~IOTION of Chairman Fennel, seconded by Commissioner Suggs and <br />unanimously carried, the Board moved to go into Closed Session to consider <br />the acquisition of real property as authorized by North Carolina General <br />Statute 143-318.11(a) (5). <br /> <br /> UPO~ MOTION of Chairman Fennel, seconded by Commissioner Suggs and <br />unanimously carried, the Board mowed to end the Closed Session. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Freeman with <br />Chairman Fennel, Vice Chairman Carruth and Co~missioner Freeman voting for <br />and Commissioner Suggs voting against, the Board voted to purchase one-half <br />interest in approximately 17 acres of property, which is located adjacent to <br />the proposed convention center site, with the City of Concord at a purchase <br />price Of $1,448,000.00 (County share of $724,000.00), together with the <br />appropriate budget amendment and contingent upon clear title to the property. <br /> <br />Recess of Meeting <br /> <br /> There being no further business to come before the Board, Chairman <br />Fennel recessed the meeting at 9:50 p.m. until 6:30 p.m, on Monday, August 6, <br />2001, in the Commissioners' Meeting Room at the Governmental Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
