Smith, Cabarrus County resident of 12621 Plaza Road <br />Extension, Charlotte, introduced presentations by County residents regarding <br />the Mecklenburg - Cabarrus County line issue and concerns that their property <br />may be moved from Cabarrus County to Mecklenburg County. He stated that <br />residents had met with Vice Chairman Carruth, Jonathan Marshall (Cabarrus <br />County Planning Services Director) and John Petoskey (Mecklenburg County Tax <br />Administrator) at a neighborhood meeting, but felt it necessary to address <br />their concerns publicly at a Board meeting. <br /> <br /> MS. Debbie Rater (10223 Rockwood Road, Charlotte) discussed the impact <br />that higher taxes and insurance rates in Mecklenburg County would have on <br />single parent families in her community. She also e~pressed concerns about <br />the safety of children attending Charlotte/Mecklenburg Schools and the busing <br />that would add four hours to the school day for children in that area. <br /> <br /> Mr. Ron Rater (10223 Rockwood Road, Charlotte) addressed the issue of <br />increased taxes if residents are relocated to Mecklenburg County. He stated <br />the current 61.5 cents tax rate (Cabarrus County and Harrisburg Fire <br />District) paid by residents would increase to $1.31 in Mecklenburg County. <br />Re estimated that 175 homes at an average value of $140,000.00 would be <br />affected by the relocation. According to Mr. Rate~, this woold result in an <br />annual loss of $175,000.00 in property and vehicle taxes to Cabarrus County <br />and an annual gain of approximately $500,000.00 in taxe~ and fees for <br />Charlotte/Mecklenburg. <br /> <br /> Ms. Sylvia Jefferies (9816 Rockwood Road, Charlotte) outlined concerns <br />about increased homeowner and automobile insurance costs if she is relocated <br />to Mecklenburg County. She stated the relocation would cost her family an <br />additional $375.00 to $618.00 per year. Ms. Jefferies also expressed concerns <br />that the new county line would split her street, forcing children on one side <br />to attend Charlotte/Mecklenburg Schools with the others remaining in Cabarrus <br />County Schools. <br /> <br /> MS. Janet Overcash (10015 Rockwood Road, Charlotte) stated she had <br />purchased her house seven and one-half years ago at a higher price in <br />Cabarrus County due to the County's schools, environment, etc. She said that <br />a change in the county line would force persons to sell their homes and <br />relocate to get back into the same school system. <br /> <br /> Mr. Langston Gardner (10228 Rockwood Road, Charlotte) stated he was <br />almost 16 years old and had been saving to purchase his first car. He stated <br />that relocation to Mecklenburg County would increase both the taxes and <br />insurance for his car. Also, Mr. Gardner said he does not want to attend <br />Charlotte-Mecklenburg schools and asked the Board to keep the residents in <br />Cabarrus County. <br /> <br /> Mr. Kenneth Gatlin (10300 Rockwood Road, Charlotte) stated he chose to <br />live in Cabarrus County due to its schools and lower taxes.
