155

residents now receive excellent response for emergency services (i.e.,
medical and fire) and expressed concern that the response would be much
slower in Mecklenburg County.

Ms. Doris White (11538 Getaway Lane, Charlotte Steeplechase
Subdivision) disagreed with a recent news article stating that the ~esidents
in her area want the convenience of going into Mecklenburg County to work and
shop. She said she shops in Cabarrus County and her husband works in
Cabarrus County. Ms. White stated in her opinion that relocation of the
county line would cause a great injustice to many people, especially to the
retirees and single parents. In conclusion, she asked the Board to keep the
line close to where it is now and advised that elections would OCCUr in the
near future.

Mr. Steve Kellen (8213 Appaloosa Lane, Charlotte - Steeplechase
Subdivision) stated the issue should be a matter of where a person desires to
be and that he knows of no one in Cabarrus County desiring to be in
Mecklenburg. Stating in his opinion that things should stay as they are, he
asked for reassurance that the Board will take steps to insure that the
residents remain in Cabarrus County.

Mr. Clifford Mursch (10422 Rockwood Road, Charlotte - Cabarrus Woods)
stated he and other area residents were close to paying for the homes they
purchased in the 1970's and did not want a new mortgage and/or higher taxes
as they look toward retirement. He questioned how the line could be moved
400 feet since he stated that some markers such as the cluster of rocks on
Highway 29 and the Stafford home are still in place.

Mr. Steve Smith sualmarized reasons residents want to remain in Cabarrus
County, including the good schools and competitive tax rates. He asked the
Board to resolve the issue as quickly as possible and send a message to
Mecklenburg County, Mr. Marshall and Mr. Petoskey that Cabarrus County wants
to keep its residents in Cabarrus County.

Mr. Jonathan Marshall, Planning Services Director, explained his role
as "Special Coramissioner" in the process for establishing an ~'official"
Cabarrus/Mecklenburg line. He described the technical and mechanical process
by which he and Mr. Petoskey (Special Commissioner for Mecklenburg County}
are analyzing survey data to develop a reconunendation to be presented to both
the Mecklenburg and Cabarrus County Commissioners in approximately six
months. Each board of con%missioners would then hold a public hearing
concerning the recommended line. Mr. Marshall explained there are now
basically two lines, a Cabarrus County line and a Mecklenburg County line,
with gaps in some places and overlapping lines in other locations. He
emphasized the need to have accurate information for use by surveyors,
specifically in those areas where the county line serves as the property
line.

Mr. Hartsell and Mr. Clifton discussed the need for Cabarrus County to
remain a part of the process in establishing the Cabarrus/Mecklenburg County
line as well as the importance of establishing the "official" line.

There was discussion regarding a number of issues concerning the
possible relocation of the Cabarrus/Mecklenburg line, including the
following: the disruption to families in areas where properties are developed
and residential units are in place; desire to maintain those properties that
are currently registered in the Cabarrus County Register of Deeds Office as
Cabarrus County properties; and the importance of establishing the correct
location of the line in those areas that are currently undeveloped.

A motion was made by Chairman Fennel and seconded by Commissioner
Freeman that the Board does support the residents along the Cabarrus County
line and do~s support maintaining those properties that are recorded in the
Cabarrus County ~egister of Deeds Office as Cabarrus County residents; and
further to direct staff as they move forward with their negotiations that it
is the Board's desire to keep Cabarrus County citizens i5 Cabarrus County.

Vice Chairman Carruth asked that the motion be amended to include a
request to the Mecklenburg County Commissioners that they make a similar
com~itment to their residents. Chairman Fennel and Commissioner Freeman
accepted the amendment to the motion, and the motion as amended was
unanimously approve~ by the Board.

Mr. Steve Wingfield (7760 Cotswold Court, Harrisburg) asked who was
representing the residents in resolving the county line issue. He expressed
concern that Mr. Marshall showed no emotion in dealing with the issue.
