Avoiding Welfare Through Benefit Diversion: Cabarrus County's goal for <br /> benefit diversion is 28 during the fiscal year. <br />7. Increasing Child Support Orders and Collections for Work First Families: <br /> Cabarrus County has a goal of 406 child support orders and $3,156.399.00 in <br /> collections during the fiscal year. <br />8. Child Well-Being: Cabarrus County's goal for child safety is 100% during the <br /> fiscal year. <br /> <br />B. Count?' Developed Outcome Goals: E!ez::.ng Standard Count), <br /> <br /> !. Prevention of Welfare Dependency: It is the goal of Cabarrus County to <br /> provide necessary services that prevent welPare dependency in 50% of the cases. <br /> Thc high cost of living in Cabarrus County, particularly in the area ot'housing, is <br /> prompting us to use TANF money for larger benefit diversions. We plan to divert <br /> our potential applicants for cash assistance through the strengthening of these <br /> emergency assistance resources and other services available to them. <br />2. Increased Number of Individual Development Accounts (1DA's) Established <br /> to Assist Working Families: Cabarrus County plans to assist 15 families with <br /> IDA's this year. Housing continues to be a great need in our county, and the IDA <br /> program will assist eligible families in securing aflbrdable housing <br />3. Securing Optimal Living Situations for Children in Child-Only Work First <br /> Cases: Cabarrus County sees a great need for ensuring that children are living in <br /> the most secure and caring situation possible. We plan to work to accomplish this <br /> on two f¥onts. One area is identifying children over the course of the year who <br /> can be assisted through adoption, guardianship, or legal custody with caretakers. <br /> Another area will be closely working with Child Support to better ensure that <br /> children in child-only cases have the financial support of the absent parents. We <br /> arc setting a goal of establishing legal custody~ guardianship, or adoption of <br /> children. <br />4. Provision of Financial Counseling for Anyone Applying for W{~rk First or <br /> Emergency Assistance: Counseling provided will equal number of applicants <br /> during the year. <br />5. hnproving Work First Eligibility Criteria: In many areas, we have examined <br /> eligibility criteria that we feel doesn't seem thir to some of the families that we <br /> serve, and puts them at an unfair disadvantage with other recipients, We have <br /> noted our plans to improve these through requested waivers in Section Vlll of thc <br /> plan. <br />6. hnproving Transportation Resources: In order to best ensure that individuals <br /> secure employment and remain employed, it is imperative that we have the best <br /> transportation available for them during this time of transition. Our existing <br /> coordinated transportation system is presently unable to provide all the needed <br /> transportation to ensure this. The inability to do demand/response as well as late <br /> afternoon and non-routine hours greatly limits our ability to secure employment. <br /> We are working in several areas to better meet needs.
