a. Work with private businesses to make it a joint eftbrt to secure transportation <br /> in areas where there are job needs for the growing workforce. This can <br /> include Concord Mills, where there is a great need for employees. <br />b. Work with the existing provider in negotiations for a new contract for FY <br /> 2001-02, to ensure that they are available to meet the needs of our population <br /> in our growing and changing economy. <br />c. Implement our Carsfi~r Work program, where we secure for eligible clients <br /> who demonstrate work consistency, a roadworthy vehicle. <br />d. Explore other areas to assist in transportation, including small for profit <br /> providers of this service. <br /> <br />VI. Plans to Achieve and Measure the Outcomes and Goals <br /> <br />A. Statewide Work First Goals <br /> <br />1. Reducing the Work First Caseload <br /> <br />a. ltow this goal will be met: Initially, in order to meet this goal, Cabarrus <br /> County will assess the family through the New Focus to divert them fi'om <br /> welfare dependency. Short-term services and/or financial assistance will be <br /> provided instead of an application. Diversion Assistance will be utilized when <br /> advisable. The applicant for WFFA will see an Employment Security staff <br /> person that same day tbr Ist Stop, and will be referred to potential employers. <br /> Those who apply, and ,are assigned to an Employment Social Worker, will <br /> receive intensive counseling with frequent meeting with ESC staff in order to <br /> quickly facilitate employment. <br />b. Activities and support services to be provided: In order to assist the <br /> applicant in obtaining employment as rapidly as possible, the full gamut of <br /> support services will be available and provided once they are assessed and it is <br /> determined that these are needed. These can include: <br /> 1. Transportation for job seeking and time-limited to support employment. <br /> 2. Childcare will be available and arranged to support employment. <br /> 3. Financial counseling will be available to support self-sufficiency. <br /> 4. Participation expenses will be available to support employment related <br /> expenses. <br /> 5. Emergency Assistance and General Assistance will be available to assist <br /> families in a crisis situation when it is job related. <br />e. Management of activities and support services: The employment and crisis <br /> unit staffs will manage these activities and services and ensure that they are <br /> provided in the most cost effective manner possible. <br />d. Location of activities and support services: Most activities and support <br /> services will initially take place at the department of social sen, ices with some <br /> follow-up services outside of the agency. <br />e. Docmnentation of progress toward goal: Cabarrus County will use state <br /> reports to document this. <br /> <br /> <br />
