a. Work with private businesses to make it a joint eftbrt to secure transportation in areas where there are job needs for the growing workforce. This can include Concord Mills, where there is a great need for employees. b. Work with the existing provider in negotiations for a new contract for FY 2001-02, to ensure that they are available to meet the needs of our population in our growing and changing economy. c. Implement our Carsfi~r Work program, where we secure for eligible clients who demonstrate work consistency, a roadworthy vehicle. d. Explore other areas to assist in transportation, including small for profit providers of this service. VI. Plans to Achieve and Measure the Outcomes and Goals A. Statewide Work First Goals 1. Reducing the Work First Caseload a. ltow this goal will be met: Initially, in order to meet this goal, Cabarrus County will assess the family through the New Focus to divert them fi'om welfare dependency. Short-term services and/or financial assistance will be provided instead of an application. Diversion Assistance will be utilized when advisable. The applicant for WFFA will see an Employment Security staff person that same day tbr Ist Stop, and will be referred to potential employers. Those who apply, and ,are assigned to an Employment Social Worker, will receive intensive counseling with frequent meeting with ESC staff in order to quickly facilitate employment. b. Activities and support services to be provided: In order to assist the applicant in obtaining employment as rapidly as possible, the full gamut of support services will be available and provided once they are assessed and it is determined that these are needed. These can include: 1. Transportation for job seeking and time-limited to support employment. 2. Childcare will be available and arranged to support employment. 3. Financial counseling will be available to support self-sufficiency. 4. Participation expenses will be available to support employment related expenses. 5. Emergency Assistance and General Assistance will be available to assist families in a crisis situation when it is job related. e. Management of activities and support services: The employment and crisis unit staffs will manage these activities and services and ensure that they are provided in the most cost effective manner possible. d. Location of activities and support services: Most activities and support services will initially take place at the department of social sen, ices with some follow-up services outside of the agency. e. Docmnentation of progress toward goal: Cabarrus County will use state reports to document this.
