Transportation: In Cabarrus County, transportation has consistently been a <br /> barrier to steady employment. We have a human services van system, but they <br /> work only first shift and not on weekends, and will not do demand/response <br /> transportation, which in many cases is needed for job seekers. Taxis supplement <br /> transportation here, and in fact, provide the bulk of the employment <br /> transportation. This is because they are more reliable, and tend to get employed <br /> clients to the job on time. We provide some reimbursement for mileage, when the <br /> client has a vehicle. Presently, we are in the process of starting a Carsfi~r l~Zork <br /> Program here. in order to assist clients in need ora car, the ability to obtain one. <br /> We are presently working with an outside volunteer to coordinate, and three <br /> dealerships to donate used cars. We are also investigating the use of retired <br /> county vehicles for this. All cars will be assessed by a mechanic for road <br /> worthiness. In addition, we are exploring other means of coordinating <br /> transportation, particularly to Concord Mills Mall, near Mecklenburg County. <br /> One method would be to supply feeder transportation to pick-up sites around the <br /> county where a private bus line. the (.~otlcord Ext~ress runs regularly to the mall. <br /> We will also discuss with mall management the possibility of assistance with the <br /> cost, in exchange for our assistance in supplying employees. <br />3. Substance Abuse Services: Substance abuse screenings are done on all <br /> applicants for Work First who are not diverted from applying. In instances where <br /> screenings indicate that there is substance abuse, the intake social worker contacts <br /> Piedmont Behavioral Healthcare and sets up the initial appointment, while the <br /> client is present. Clients will be screened at every review by a Human Resource <br /> Placement Specialist. <br /> <br />F. Domestic Violence Sen'ices <br /> <br />At the present time, Cabarrus County has been wor'king to reach an agreement for <br />domestic violence services. The local Mental Health Agency has declined, and we <br />are talking with the local battered women's shelter, Community Victims Assistance <br />Network (CVAN) and United Family Services (UFS) to be a provider. Using the <br />state start up funding of $30,000.00, it is planned that UFS will work with Work First <br />fmnilies identified as victims ot' domestic violence, and that families who fi~ll under <br />the 200% category will be referred to CVAN. Clients will be screened at each review <br />by a social worker. We wi!! are submitting the MOU :'.'~:n !t ~,z agreed upon and <br />signed by both pm:t-ic~Cabarrus County DSS and CVAN. <br /> <br />G. Utilization of Public and Private Resources to Move Families to Self-Sufficiency <br /> <br />Cabarrus County plans to utilize the Centralina Workforce Development Board to <br />assist in moving families to self-sufficiency. The Chairman and Director of the WDB <br />both sit on the Work First Planning Committee, and the Program Administrator of'the <br />Family Services Division is a member of the WDB.
