As a S~ndard County, Cabals County ~11
continue to fbllow the State appeals process.

Eligibility Criteria

A. Description

Thc Cabarrus County Work First Program will follow the State rules with the below
stated exceptions, which we believe makes the program more fair and equitable to all
fhmilies receiving assistance. The Mutual Responsibility Agreement (MRA) did not
change. We are attaching the current one at the end of the Plan.

B. Changes in Eligibility Requirements or Benefit Levels if Secured by Waivers

2. In our present system, witl~ WOW waivers, when a person doesn't cooperate with
WOW/Work First requirements without good cause, their check is not issued for
the month following n~n.o.r.._.......*;^" non-compliance with the service a$4reement
or MRA and is not restored until they ~k~-oopcva~ comply. Three (3)
consecutive months of non-cooperation results in the WFFA case being
terminated. We propose that the cash assistance case be terminated effective the
first month following non-compliance with the service plan or MRA. This would
help with the federal participation rate. The client will be advised of this policy'
up front, and given avgeWa,a~ timely notice of proposed action.
3. Anyone who voluntarily quits a job without good cause, would be ineligible for
WFFA until they return to work. Employment services will continue to be
provided fbr thirty (30) day's.
4. Any applicant for WFFA must meet with Child Support staffwithin ten (10) day's
of application or it is denied, unless there is good cause for not pursuing child
support.

18
