Planning and Zoning Commission Minutes <br />August 16, 2001 <br /> <br />Paqe 37 <br /> <br />public facilities ordinance then, the Commissioners can deal with it from that <br />end, <br /> <br />Mr. Lancaster said what he is telling the Board is that the subdivision meets all of <br />the criteria for subdivisions. :~t does not meet the adequate public facilities <br />ordinance so the Board needs to vote no saying that it does not meet the <br />adequate public facilities ordinance. <br /> <br />Mr. Lentz said what we are really doing as staff is asking the Board to vote on <br />the first question does it meet the subdivision design standards. Then vote on <br />the second question does it meet the adequate public facilities ordinance. He <br />said then it can go to the Board of County Commissioners so they can handle it <br />on their next agenda. <br /> <br />The Chair said that he wants to publicly state that he thinks it shows promise <br />better than some that he has seen. However, on the cul-de-sac, there are going <br />to be a lot of kids in there, and he particularly like pass throughs to the open <br />streets. He said that is not the problem. The problem is there will be no room <br />for the ~.,6~,:1 students available in the elementary school. The Chair said unless <br />there is a school building program that he is not aware of we have a serious <br />shortage if all of the approved subdivisions are built up. He asked what is the <br />build out time on this subdivision. <br /> <br />Mr. McNulty said they would probably be looking to break ground in the spring of <br />next year. He said most likely they would be in build out mode in approximately <br />three years. Mr. McNulty said they will probably be open for sale and closing in <br />the fall of next year. <br /> <br />There being no further discussion Mr. Lancaster MOTIONED to approve the <br />subdivision design for Cabarrus Crossing, seconded by Mr. Hill. The vote was 7 <br />to 2. Mr. Dwiggins and Mr. Hobbs dissenting. <br /> <br />Ms. Lingafelt MOT]:ONED, to deny Cabarrus Crossing subdivision based on the <br />adequate public facilities ordinance specifically the schools are not adequate, <br />seconded by Mr. Dwiggins. The vote was unanimous. <br /> <br /> <br />
