He asked if the line from the Pee Dee River come to the <br />subdivision. <br /> <br />Nr. Lent~ said Concord is not going to come out and run a water line from the <br />intersection of Odell and Highway 73 all the way out to the subdivision. He said <br />the applicant's are responsible for that cost. <br /> <br />Mr. Moose said it is not putting the pipe in the ground it is putting the water in <br />the pipe. He said we do not have the water to put in the pipe. <br /> <br />Hr. Lentz said as staff precede and consider this particular subdivision he would <br />like for the Board to look at it in two questions. He said when the Board deny it <br />based on adequate facilities all the questions that the County Commissioners <br />have to answer is how to get these folks to meet the adequate public facilities <br />ordinance instead of having to review and duplicate their effort to look at the <br />overall design, which he thinks they all agree, meets the standards of the <br />ordinance. <br /> <br />Hr. Kevin PlcNulty, Centex Homes, addressed the Board stating he is here <br />tonight to answer questions. He said to address the question about the wetlands <br />this plat has been submitted to the Army Core of Engineers and they just <br />recently received written conformation that Steve Chapen with the Core is find <br />with it as well. He said he believes that it is 1/3 of an acre where they are <br />actually going to impact. Everything else is down in the flood plain and they are <br />not intending on impacting any of that. <br /> <br />Mr. Dwiggins said he have a problem with the way staff is asking the Board to <br />approach this by partly approving the project. He said this does not meet the <br />adequate public facilities ordinance. Hr. Dwiggins said it either passes or does <br />not pass in his mind. He said he thinks one motion is sufficient. <br /> <br />The Chair asked Rodger to address that. <br /> <br />Mr. Lentz said he does not think what he is trying to do is have the Board half <br />pass it. He said if you vote no on one the subdivision does not pass, bottom <br />line. /t has to go on to the County Commissioners. Mr. Lentz said he is asking <br />the Board to give guidance to the Board of County Commissioners to let them <br />know that technically this subdivision is okay. He said vote no on the adequate <br /> <br /> <br />
