ANNEX Q APPENDIX 1 THREAT ASSESSEMENT LEVELS L PURPOSE This appendix describes the threat assessment levels used to respond to terrorist activity in Cabarrus County II. SITUATION AND ASSUMPTIONS A. Domestic terrorism has become part of the array of criminal activity that citizens of Cabarms County may encounter. Public safety agencies are increasingly aware of this fact and are developing procedures to meet the threat. The first step is to assess the degree of the threat and conduct the initial response based on that information. B. The Sheriff's Department is the primary law enforcement agency for Cabarrus County. Both Concord and Kannapolis have municipal police departments. While these local law enforcement agencies are alert to possibility ofterrorist/WMD threats, they generally do not have the capability to gather and evaluate intelligence on terrorist threats beyond the basic level. These local agencies rely on assistance from the State Bureau of Investigation and the Federal Bureau &Investigation for detailed intelligence on any terrorism threat within Cabarrus County. At the national level, the Federal Bureau of Investigation is the primary federal law enforcement agency that responds to domestic terrorism. This agency will monitor terrorist groups, corroborate information received, identify members of terrorists groups, then provide the Sheriff's Department and municipal police departments this information as needed. C. In addition to the intelligence reports from state and federal agencies, local law enforcement agencies must be alert for local reports or indicators of terrorist activity with in the county. Emergency 911 operators in the Communications Center will be trained to identify and respond to terrorist threats. The Communications Lieutenant and shif~ supervisors in the Communications Center will be involved in the intelligence briefings that are part of any threat assessment. HI. CONCEPT OF OPERATIONS Cabarrus County Government has established threat levels to prepare for a terrorist incident and coordinate the response to the threat. They are as follows: A. Threat Level 4 ~ Minimal Threat. Existing threat does not warrant actions beyond normal liaison notifications or placing units or resources on a heightened alert.
