B. Threat Level 3 - Potential Threat. Intelligence reports or other information <br />indicates a potential terrorist incident. Law enforcement agencies have not yet assessed <br />this as a credible threat. <br /> <br />- Law enforcement agencies assess the credibility of the threat. <br />- Deployment plans for department and follow-on resources developed. <br />- Notify primary response departments. <br /> <br />Primary county response departments are the SherifFs Department, Emergency Medical <br />Services, the Emergency Management Division and the Volunteer Fire Department(s) in <br />the target area. The municipal police and fire departments will be the primary response <br />departments if the target area is located in the municipality. These departments will alert <br />the Sheriff's Department if they receive the initial threat information. <br /> <br /> C. Threat Level 2 - Credible Threat. A threat assessment indicates that the <br />potential threat is credible and confirms the presence ora WMD in the developing <br />situation. At Threat Level 2, the response agencies will tailor their actions to anticipate, <br />prevent, and resolve the crisis. <br /> <br /> - Notify primary response departments. <br /> - Implement unified command structure among the primary response <br />departments. <br /> - Activate a joint operations center, with representation from all agencies <br />involved in the response. <br />- Alert primary response departments. Upon the approval of the unified <br />command structure, other departments and agencies required for the response are alerted. <br /> -These agencies include: <br /> - NorthEast Medical Center <br /> - Cabarrus Health Alliance <br /> - County General Services ( alerts county debris removal teams) <br /> - NC Division of Emergency Management <br /> - Local Chapter, American Red Cross <br /> - Cabarrus County Transportation System <br /> - Municipal Utility Departments within or servicing the target area <br /> - Water and Sewer Authority of Cabarrus County <br /> - Piedmont Behavioral Healthcare <br /> <br /> - Emergency Management Coordinator will notify state emergency operations <br />center. <br /> - Cabarrus County Sheriff notifies Charlotte office of the FBI of the current <br />situation. <br /> - Inform the County Manager and Chairman of the Board of Commissioners <br />of the situation.
