Side by Side-Child Support and Community Services <br /> Alternative Enforcement of Child Support Orders <br /> <br />Proiect Team: Jeanne Dixon, Glenda Clawson, Olivia Bost, Randall McWaters, Curtis <br />Parker, Randy Jones, Susan Gould, Shakiri Weathers, Linda McKinley, Stephen <br />McKaight. <br /> <br />Description of Productivity Improvement & Reason Initiated <br /> <br /> Cabarrus County Depaah,ent of Social Services Child Support Division Enforcement <br />Unit has implemented a unique concept named Side by Side, which addresses a serious problem <br />in the enforcement of child support orders. The concept responds to one of our most challenging <br />problems, where the traditional form of enforcing the child support order is not successful and <br />incarceration is the only alternative. Side by Side has received tremendous support from Court <br />officials and poticy ma. kers throughout the county. The Cabarrus County Social Services Board <br />at its May 2001 meeting deemed the project a success and stated that it will continue to save the <br />county thousands of dollars, commending the Enforcement Unit for its innovative idea. <br /> <br /> In August of 2000 the members of the Enforcement Unit engaged in an effort to find an <br />alternative to incarceration of delinquent non-custodial parents. At a unit meeting lead by the <br />enforcement Supervisor, Glenda Clawson, a concept was born. That concept was to work side by <br />side with the NC Community Service Work Program based in Cabarrus County. The <br />enforcement Supervisor presented the idea to the Program Administrator, Jeanne Dixon, in late <br />August of 2000, and the initial idea was approved. <br /> <br /> To gain input, support and approval of the Cabarrus County District Court a meeting was <br />held on September 1, 2000 with the Chief District Court Judge, William Hamby, Jr. After the <br />meeting with Judge Hamby a meeting was scheduled with Ms. Charlotte Kieffer, Administrator <br />of the Community Service Work Program in Cabarrus County on Friday, September 8, 2000. At <br />the meeting Ms. Kieffer and her staffwere receptive to the idea and volunteered to work with the <br />Child Support Division. The next step was to meet with the child support enforcement Attorney <br />on Monday, September ! 1, 2000 to gain his input and view of the concept.
