MCGEE <br /> <br />JUDICIAL ASSISTANT <br /> <br />Re: Side By Side program <br /> <br />Dear Mr. Cook: <br /> <br /> Let me take just a moment to commend you and your department for the initiative wh/ch <br />you have named Side By Side, which refers noncustodial parents who consistently fail to pay their <br />child support to Community Services for work projects. <br /> <br /> For those absent parents who are delinquent in their child support and have no job, no <br />money and no plans to obtain either one, this is a great program to give them incentives to obtain <br />paying employment and discourage them from indolence. According to a report which I recently <br />read, the work which these noncustodial parents have already performed would have cost at least <br />$37,000 to the governmental and nonprofit agencies which participate in the program. <br /> <br /> I have every confidence that this program will continue to give great incentive to <br />noncustodial parents to seek paying employment, which will give us an income from which we <br />can obtain some child support payments. <br /> <br /> While we in Cabarrus County have no aversion to placing non-complying parents in jail, <br />one problem is that for a significant number of our non-complying parents jail is actually a step up <br />in life-style. This community service program builds in some additional incentives for these <br />parents to work for pay and disincentives for indolence. <br /> <br /> Thank you for your continuing interest in this program, and I hope you will continue to <br />operate and expand it. <br /> Sincerely, <br /> <br /> William G.
