Planning and Zoning Commission Minutes
.lune 21, 2001

Paqe 4

Mr. Hill said as a point of information, what do we deem is a better
turn radius for the cul-de-sacs rather than the 29 feet.

Mr. Marshall said he is not an engineer. He said although we argue
this point with them, he believes that NCDOT radius will work.

Mr. Darrell Terrant addressed the Board stating this property
belongs to the heirs of the Protz property and his wife is the trustee
for the heirs. He said they are submitting this plan to the Board
tonight to get approval. He said on the water situation they also
have the ability to put a private water system in. Mr. Terrant said
across the street at Stallings Glen, they have enough capacity in
the existing system that they operate, to provide 300 units of water
to their property across the street.

The Chair said to Mr. Terrant speaking of water the letter from the
assistant fire marshal says," it would be nice if the developer
would have sufficient water lines for fire fighting and even better
fire sprinkler systems for the townhomes." He asked Mr. Tarrant if
he has done anything to address that.

Mr. Terrant said that is something that Heater Utilities has looked
into. He said if they have to have fire protection then there would
have to be sufficient tank sizes on the property to provide fire
protection. Mr. Terrant said their hope is that the City of
Harrisburg will supply the water. He said as a backup, they do
have the private system that they can put in if the City of
Harrisburg will not supply the water.

Mr. Hill said the Board have a document here that supposedly was
notarized but we do not know where the notary's county was and
there is no seal on it. The document is talking about verbal
agreement and he thought the Board had go through this the last
time.

Mr. Terrant said to Mr. Hill that he assured him that these are the
real signatures this time. He said Hrs..lulie ~[nnis is in the audience
and she can confirm that those are the real signatures. He said Hr.
Marshall has the original one with the seal and everything on it.
