She <br />confirmed that the verbal agreement is to allow the sewer line to <br />come across her and her mother's property (Margaret Linker). <br /> <br />There being no further comments Mr. Wilder MO'F/ONED to <br />approve Petition C01-02(S) as recommended by the planning staff <br />with the understanding that there will be a consent agreement that <br />the county has to work out and agree to for the Adequate Public <br />Facilities Ordinance, seconded by Mr. Hilt. <br /> <br />Mr. Dwiggins said he does not like approving these projects based <br />on the county coming to terms on a consent agreement. He said if <br />a project come before this board the Board should pass it or deny it <br />on the fact that it meets the ordinance or does not meet the <br />ordinance. <br /> <br />The vote was 3 to 4 to approve Petition C01-02(S). Mr. Wilder, Mr. <br />Hill and Ms. Lingafelt for approval. Mr. Dwiggins, Hr. Hobbs, Mr. <br />Drye, and Mr. Moose against approval. <br />Petition C0:~-02(S) Denied. <br /> <br />New Business <br /> <br />The Chair introduced the second item on the Agenda, Preliminary Subdivision <br />Plat Approval, Petition C01-03(S). <br /> <br />Applicant: Mike Hinshaw <br />Request: Preliminary Subdivision Plat Approval <br /> <br />This was a request to the Cabarrus County Planning and Zoning <br />Commission from Mike Hinshaw to have his subdivision plat <br />Hinshaw Properties, LLC approved preliminary. <br /> <br />Mr. Jonathan B. Harshall, Planning Services Director, addressed the <br />Board presenting Petition C01-03(S) and staff report stating this is <br />a subdivision that is affected by the thoroughfare plan for <br />Harrisburg and Cabarrus County. He said there is a thoroughfare <br />that is intended to run between Tom Query Road, which is Caldwell <br />Road in Mecklenburg County and Rocky River Road. It will parallel <br /> <br /> <br />
