Step 2 Analysis to Determine Disproportionate Housing Need <br /> <br />Total Households, Types and Size. The 2000 U.S. Census indicates that there were <br />52,848 housing units in Cabarrus County at the time of the survey. A portion of these <br />units, 6.3% (3,329) were vacant. Homeowners occupied 36,998 or 74.7 % of the units, <br />while renters occupied 12,521 of the units at 25.3%. The owner-occupied vacancy rate <br />was 1.8% while the renter-occupied vacancy rate was 8.2%. <br /> <br />The 2000 statistics have not been released yet for detailed housing information such as <br />overcrowding. However, in 1990, the overcrowding rate was 2.7% with 995 units being <br />overcrowded. Overcrowded is defined as more than one person per room. Rental <br />housing units had a slightly higher overcrowding rate than owner occupied units, .8% and <br />.2% respectively. The overcrowding rate was comparable with the state average which <br />was 2.9% in 1990. <br /> <br />Low Income Minority Households. Black and Hispanic households comprise a large <br />portion of the minority households in Cabarrus County 12.2% (15,961 ) and 5.1% (6,620) <br />respectively (US Census 2000). According to the 1990 U.S. Census, Township 4 of <br />Kannapolis and Township 12 of Concord were the townships that contained the highest <br />concentrations of minorities in Cabarms County. Map 1 illustrates the Minority <br />Concentrations in Cabarrus County according to the 1990 Census. <br /> <br />Household Income. The 1997 median family income in the Charlotte MSA was <br />$41,781. In 1990, 32% of the households in Cabarrus County were more than 80% of <br />median income; conversely 68% of households in Cabarrus County in 1990 were below <br />80% of the median income. The per capita income was $13,129 in 1990. Map 2 <br />illustrates the low to moderate-income concentrations of Cabarrus County. <br /> <br />Elderly Population. In 2000, there were 15,164 elderly (65 years+) persons. This <br />equates to 11.6% of the population of Cabarrus County. Of the 15,164 elderly, 3,950 <br />were living alone (US Census 2000). In the 1990 Census, there were 17,107 elderly <br />persons in Cabarrus County (65+). Map 3 illustrates the concentrations of elderly <br />individuals. The concentrations according to 1990 Census data were located in the 408 <br />and 423 Census Tracts. These tracts are located in the Cities of Kannapolis and Concord, <br />respectively. (Cabarms County Statistical Profile, 1993) <br /> <br />Condition of the Housing Units. Of the 39,713 housing units identified by the 1990 <br />U.S. Census, 6,036 were substandard (5.2 %). In 1990, 14.2% of the housing units were <br />built prior to 1939. The 1990 U.S. Census indicates that 199 or .5% of the occupied <br />housing units lacked complete plumbing for the occupants. This figure compares with <br />the 1990 state average of 1.5%. Public and private water and sewer services were <br />provided to 69.9% and 57.6% respectively. Cabarms County has a large amount of mill <br />homes that were constructed by Cannon Mills for their employees. Most of these homes <br />are in good shape structurally, but may need rehabilitation or updating. <br />There is a great deal of newer homes in Cabarms County, however, most are in the higher <br />price ranges. The market is dictating this type of growth. Cabarms County and the City <br />of Concord have tried to combat this trend by producing new affordable housing as well <br /> <br />Page 5 of 22 <br /> <br /> <br />
