2/19/01 AGENDA

CABLE TELEVISION RATE REVIEW FINDINGS SUMMARY
Prepared by Centralina Council of Governments

Franchise:
Cable Operator:
Form Reviewed:

Date Findings Prepared:

CABARRUS COUNTY
TIME WARNER
FORM 1205 SETTING EQUIPMENT & INSTALLTION
RATES FOR 2000 FOR NORTH CAROLINA
1-8-01

SUMMARY REVIEW STATEMENT:
The Equipment and Installation Rates have been reviewed and are ACCEPTABLE under required
Federal Communications Commission guidelines. Comments follow.

COMMENTS AND EXPLANATIONS:

The Cable Act requires cable operators to charge rates based on actual costs for installation and the lease of
subscriber equipment. The equipment and installation rates are set on a state-wide basis. Regulated equipment
includes all of the equipment located in the subscriber's home, including converter boxes, remote control units,
connections for additional outlets, and other cable wiring used to obtain basic service.

A review of the supporting data substantiates that the equipment and installation rates calculated for 2001 are
accurate, and should be approved by the Franchise Authority. The following table compares the proposed
equipment and installation rates with those charged last year.

SERVICE 2000 CHARGE I 2001 CHARGE PERCENTAGE
DIFFERENCE
BETWEEN
2000-2001

Addressable Converters (each) $3.35 (digital) $4.22 +26%
Non-addressable Conwrter~ (each) $1.18 $.93 -21.2%
Remote Control~ (each) ,.. $.31 $.28 -9.7%
New Customer Installation - $25.36 $27.16 +7.15/0
Unwire0 Home .....
New Customer Installation - Pre~ $22.41 $23.98 +7.0%
wired Home
New Customer Installation - Apt. $13.28 $14.19 +6.8%
Additional Outlet at Initial $14.61 $15.70 +7.5%
i Installation
Additional Outlet Requiring Trip $19.45 $20,86 +7.3%
to Home
Addressable Upgrade for Current $1.99 $1.99 0
Customer
Other Services Requiring Trip to $15.31 $16,44 +7.4%
Home
.Reconnection Fee $13.28 $14.19 +6.9%
Amplifier (one time charge) $55.00 ,. , $55,00 ...... 0
.Hourly.
