Henry Luke of Florida. Hundreds of county residents participated in the <br />development of a vision, strategies and action steps in the six foundation <br />areas of Education, Economic Development, Quality of Life, Infrastructure, <br />Government and Private Sector Leadership. Key benchmarks in the strategies <br /> for each foundation area will be used to measure the progress of Envision <br />Cabarrus each year. Judge Horton stressed the importance of all vision <br />partners, including local governments and community organizations, to <br />participate in the implementation of the vision plan. <br /> <br /> Mr. Tom Dayvault, President and Interim CEO for the Cabarrus Regional <br />Chamber of Commerce, thanked Board members for their involvement and <br />leadership in the Envision Cabarrus process. He also thanked the County's <br />Information ~chnology Services Department for their assistance in putting <br />the information on the Internet. <br /> <br /> Appreciation was expressed to Judge Horton for his leadership in the <br />Envision Cabarrus project. <br /> <br /> The Board received the draft Envision Cabarrus document as information. <br />Any input to the draft document should be submitted to the Task Force by <br />September 21, 2001. Plans are to complete the final document next week, <br /> <br />Road Name Change - Unnamed Easement off Brachford Road to Cress Farm Road - <br /> <br />Public Bearing - 6:30 p.m. <br /> <br />Mr. Jonathan Marshall, Planning Services Director, introduced the <br />request to name an easement off Bradford Road as "Cress Farm Road." He <br />stated a majority of property owners who reside along the easement support <br />the proposed road name. <br /> <br /> At 8:25 p.m., Chairman Fennel opened the public hearing concerning the <br />naming of an unnamed easement as Cress Farm Road and asked if anyone wished <br />to speak either for or against the road name. The Notice of the Public <br />Hearing was published in THE INDEPENDENT TRIBUNE on September 7 and 16, 2001. <br /> <br /> There was no one present to address the Board, and Chairman Fennel <br />closed the public hearing. <br /> <br /> UI~DN ~4OTION of Commissioner Privette, seconded by Comz~issioner Suggs <br />and unanimously carried, the Board approved Petition 01-03 to name an unnamed <br />easement off Bradford Road as Cress Farm Road. <br /> <br />Proposed Issuance of Tax-Exempt Adjustable ~dm Recreational Facilities <br />Revenue Bonds by ~he Industrial Facilities and Pollution Control Fin~ncinq <br /> <br />Authority For the Cannon Memorial YMCA - Public Hearing - 6:30 p.m. <br /> <br /> Mr. Fletcher L. Hartaell, Jr., County Attorney, explained the change in <br />State law that allows the Industrial Facilities and Pollutio~ Control <br />Financing Authority to issue tax-exempt bonds to finance recreational type <br />facilities such as those operated by the Young Men's Christian Association <br />(YMCA) or other 501(c) (3) organizations. He stated to his knowledge this was <br />the first issuance of this type of bond in the State of North Carolina. <br />Further, Mr. Bartsell stated neither the County nor the Authority will bear <br />any legal liability for payment of the bonds. <br /> <br /> Mr. Clifton reminded the Board of the County's commitment to contribute <br />$1 million over a period of two years towards the construction of the new <br />YMCA facility. The commitment is based upon a contract for the YMCA to <br />provide facilities for organized swim activities by the school system. <br /> <br /> At 8:30 p.m., Chairman Fennel announced that the Board of Commissioners <br />for the County of Cabarrus (the "Soard") would proceed to hold a public <br />hearing and would hear anyone who wished to be heard on the proposed issuance <br />by The Cabarrus County Industrial Facilities and Pollution Control Financing <br />Authority {the "Authority") of not exceeding $8,300,000 aggregate principal <br />amount of its Tax-Exempt Adjustable Mode Recreational Facilities Revenue <br />8onds (the "Boods~), the proceeds of which will be loaned to the Cannon <br />Memorial Young Men's Christian Association, a North Carolina nonprofit <br />corporation (the "YMCA~), for the purpose of financing the cost of (1) <br />constructing, equipping and furnishing a recreational facility located in <br />Concord, North Carolina (2) renovating the YMCA's existing recreational <br />facility located in Kannapolis, North Carolina and (3) other improvements <br />related to the tax-exempt purpose of the YMCA (collectively, the 'ProjEct#). <br />The Project will be located at Alton Village near the intersection of 1-85 <br /> <br /> <br />
