193 <br /> <br />Furnish and install 3" thick fiberglass insulation with 3 mll. <br />reinforced vinyl vapor barrier facing On underside of roof. <br /> <br /> Mr. John Day, Deputy County Manager for Operations, reported the <br />proposed facility would serve as a household hazardous waste collection site <br />and a white goods handling facility. Construction costs were budgeted last <br />year; however, difficulty in finding a location on the site with suitable <br />soil conditions delayed the process. A site has now been located adjacent to <br />the County's Fleet Maintenance Service Center. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board awarded the construction contract for the <br />Bousehold Hazardous Waste Collection facility to R- J. Fisher Construction <br />Company in the amount of $261,130.00, including Alternate Numbers 2, 3, 4, 5 <br />and 7 and approved the following budget amendment relating to the <br />construction. Further, the Board authorized the County Manager to execute <br />the awarded contract with R. J. Pilkington, Cabarrus Health Alliance CEO and Health <br />Director, reported that a dead blue jay found in Concord had tested positive <br />for West Nile Virus {a virus carried by mosquitoes that can cause serious <br />illness in some people). The Cabarrus Bealth Alliance Board has implemented <br />a West Nile Virus Control Program and is requesting all local municipalities <br />and the County to share in the program costs ($43,005.00) based on the <br />percentage of population.
