(3) Threat Level 2 - Credible Threat. A threat assessment indicates that the <br />potential threat is credible and confirms the presence of a WMD in the developing <br />situation. At Threat Level 2, the response agencies will tailor their actions to anticipate, <br />prevent and resolve the crisis. <br /> <br /> (4) Threat Level 1 - Terrorism Incident. A terrorist incident occurs. The <br />response requires the immediate use of all local resources. Local response to the incident <br />will require augmentation by state and federal resources. <br /> <br />2. Initial Notification <br /> <br /> a. The initial notification will be initially go to the response agencies, <br />followed by support agencies. The response agencies begin crisis management <br />operations upon notification. Those agencies that are involved in consequence <br />management will be alerted next, based on need. <br /> <br /> b. If there is a warning prior to the attack or there are indicators that an attack <br />is imminent, the priority for notification for crisis management will be as follows: <br /> <br />- Sheriff's Department and municipal police department in target area. These law <br />enforcement agencies are the primary response agencies to a terrorist/WMD attack. They <br />will notify state and federal law enforcement agencies. Activate local mutual aid <br />agreements as needed. <br /> <br />-Fire Services within target/damaged area. These departments will activate mutual aid <br />agreements as needed. <br /> <br />- Emergency Medical Services. EMS will alert Cabarrus Rescue and activate mutual aid <br />agreements as needed. <br /> <br />- Emergency Management Division. The division will establish the county EOC and <br />prepare to coordinate consequence management operations. The county emergency <br />management coordinator will alert those support agencies required for the response and <br />establish contact with the state EOC. The emergency management coordinator will alert <br />the Board of Commissioners and County Manager. <br /> <br /> c. If an attack is conducted without warning, county first responders may not <br />be aware initially that the event is a terrorist/WMD attack. Local emergency response <br />agencies will use normal alerting procedures and respond to protect life and prevent <br />further damage until the situation indicates a possible terrorist incident <br /> <br /> d. The County Emergency Management Coordinator will alert support <br />agencies based on priority of need and the scope of the response operations. Support <br />agencies that will be notified after the initial response are: <br /> <br />- NorthEast Medical Center <br /> <br />EOP/ANNEX Q 4 <br /> D--iV <br /> <br />September 2001 <br /> <br /> <br />
