Operational Response

a. The operational response to a terrorist incident will be conducted similar to
other emergency situations, with specific emphasis on law enforcement concerns. The
priorities for all response operations are, in order: protect the responders, ensure the
health and safety of the general public, and preserve evidence.

b. The response is composed of two phases: crisis management and
consequence management. County agencies will employ the County Emergency
Operations Plan to guide their response in those areas not covered in this annex or not
specified by the incident commander. All response operations will be controlled using the
Incident Command System.

c. Crisis Management.

(1) The Sheriff's Department or the municipal police department in the
target area will take charge of all operations at the site during the initial response and the
crisis management phase. These agencies respond to secure the site, apprehend or contain
the suspects, and prevent further casualties. Once the FBI arrives, this federal agency
will assume command and control of the response and investigation.

(2) Detailed list of responsibilities for the Sheriff's Department, municipal
police departments, Emergency Medical Services, and the fire departments is found at
Appendix 2 to this Annex.

d. Consequence Management.

(1) This phase usually commences immediately after the attack, but may
run concurrently with the crisis management phase. During any terrorist incident within
Cabarrus County, the Emergency Management Coordinator will assume command and
control of the consequence management phase of the incident. Priority of effort will be
support for the crisis management team.

EOP/ANNEX Q 5

September 2001
