ANNEX Q <br /> APPENDIX 1 <br />TI:tREAT ASSESSE1V[ENT LEVELS <br /> <br />L PURPOSK <br /> <br /> This appendix describes the threat assessment levels used to respond to terrorist <br />activity in Cabarrus County <br /> <br />II_ SITUATION AND ASSUMPTIONS <br /> <br /> A. Domestic terrorism has become part of the array of criminal activity that citizens <br />of Cabarrus County may encounter. Public safety agencies are increasingly aware of this <br />fact and are developing procedures to meet the threat. The first step is to assess the <br />degree of the threat and conduct the initial response based on that information. <br /> <br /> B. The Sheriff's Department is the primary law enforcement agency for Cabarrus <br />County. Both Concord and Kannapolis have municipal police departments. While these <br />local law enforcement agencies are alert to possibility ofterrorist/WMD threats, they <br />generally do not have the capability to gather and evaluate intelligence on terrorist threats <br />beyond the basic level. These local agencies rely on assistance from the State Bureau of <br />Investigation and the Federal Bureau of Investigation for detailed intelligence on any <br />terrorism threat within Cabarrus County. At the national level, the Federal Bureau of <br />Investigation is the primary federal law enforcement agency that responds to domestic <br />terrorism. This agency will monitor terrorist groups, corroborate information received, <br />identify members of terrorists groups, then provide the Sheriff's Department and <br />municipal police departments this information as needed. <br /> <br /> C. In addition to the intelligence reports from state and federal agencies, local law <br />enforcement agencies must be alert for local reports or indicators of terrorist activity with <br />in the county. Emergency 911 operators in the Communications Center will be trained to <br />identify and respond to terrorist threats. The Communications Lieutenant and shift <br />supervisors in the Communications Center will be involved in the intelligence briefings <br />that are part of any threat assessment. <br /> <br />CONCEPT OF OPERATIONS <br /> <br /> Cabarrus County Government has established threat levels to prepare for a <br />terrorist incident and coordinate the response to the threat. They are as follows: <br /> <br /> A. Threat Level 4 - Minimal Threat. Existing threat does not warrant actions <br />beyond normal liaison notifications or placing units or resources on a heightened alert. <br />This is the normal day to day operating condition. <br /> <br />EOP/APPENDIX 1 to ANNEX Q 1 <br /> <br />September 2001 <br /> <br /> <br />
