B. Sheriff's Department/Municipal Law Enforcement Agencies <br /> <br />Training and preparation <br /> <br /> - develop or enhance intelligence gathering capability on possible terrorist <br />targets, local groups that could conduct a terrorist incident, and their activities. <br /> - establish distribution process to rapidly provide current intelligence <br />information internally and with other emergency agencies <br /> ~ develop training on evidence collection and chain of custody procedures <br />during a terrorist incident and provide this training to local emergency response <br />personnel. <br /> - provide awareness-level training on terrorism to all personnel <br /> - provide incident commander-level training on terrorism response to all <br />supervisors <br /> - develop procedures to coordinate the operations of fire department hazardous <br />material teams with the explosive ordnance disposal team. <br /> <br />2. Actions taken if terrorist activity is discovered. <br /> <br /> - begin investigation <br /> - determine threat level based on assessment of available information <br /> - initiate a meeting of response organizations based on the assessment of <br />conditions and threat level. <br /> - initiate alert or notification process to all organizations involved in local <br />terrorism response <br /> - open and maintain communications with state and federal agencies to obtain <br />additional intelligence reports and other information on local terrorist activity. <br /> <br />3. Actions during terrorist incident. <br /> <br />the site. <br /> <br />protocols <br /> <br />- deploy personnel and Special Response Team to the site <br />- conduct tactical operations to contain and apprehend suspected terrorists at <br /> <br />- establish incident command if first on scene <br />- assist in the evacuation of personnel from the target area <br />- establish site security based on the hot zone, wa,m zone, and safe areas <br />- implement personal protective equipment (PPE) requirements and site entry <br /> <br /> - on order, provide security for shelters activated during the incident <br /> - on order, provide additional security at Northeast Medical Center or other <br />medical/EMS facilities <br /> ~ orient and assist state and federal agencies responding to the incident. Ensure <br />efficient transition to federal control of operations. <br /> <br />C.
