1. Training and preparation <br /> <br /> - provide operations-level training on terrorism response to all fire service <br />personnel <br /> - provide incident commander-level training on terrorism response to all <br />supervisors <br /> - provide hazardous material-level training on terrorism response to all <br />hazardous material technicians <br /> - train personnel on the characteristics and symptoms of chemical and <br /> biological agents <br /> - implement procedures to coordinate the operations of fire department <br />hazardous material teams with the SheritT s Department explosive ordnance disposal <br />team. <br /> - develop mutual aid plans to ensure the immediate utilization of additional <br />on-duty resources as needed <br /> <br />2. Actions taken if terrorist activity is discovered <br /> <br /> - obtain threat level from Sheriff's Department or municipal police department <br /> - coordinate with Sheriff's Department or municipal police departments on the <br />assessment of conditions and threat level. <br /> - initiate alert or notification process to all subordinate units involved in local <br />terrorism response <br /> - open and maintain communications with Sheriff's Department or municipal <br />police department to obtain additional intelligence reports and other information needed <br />for response operations <br /> <br />3. Actions during terrorist incident <br /> <br /> - provide fire suppression within the target area and surrounding locations <br /> - establish incident command if first on scene <br /> - begin monitoring the target area for signs of chemical or biological agents <br /> - determine area to be evacuated for public safety and assist in the evacuation <br />of personnel from the target area <br /> - determine the hot zone, warm zone, and safe areas <br /> - determine personal protective equipment (PPE) requirements and site entry <br /> <br />protocols <br />the scene <br /> <br />-coordinate and maintain site entry protocols with all response personnel on <br /> <br /> - provide mass decontamination for all personnel within the target area and <br />emergency response personnel as they exit the hot zone. <br /> - provide mass decontamination assistance at Northeast Medical Center or <br />other medical/EMS facilities <br /> - identify injured personnel and fatalities within the target area, if possible <br /> - provide search and rescue resources for the response <br /> <br />EOP/APPENDIX 2 to ANNEX Q <br /> <br />3 September 2001 <br /> <br /> <br />
