- coordinate EMS monitoring of the fire service personnel working in the hot <br />and warm zones <br /> - Coordinate evidence collection and preservation at the site with the Sheriff's <br />Department or municipal police department <br /> - provide an assessment of the resources necessary to conduct the response to <br />the incident commander and the EOC <br /> - assist EMS personnel and the medical examiner team with the recovery of <br />victims at the scene <br /> <br />D. Emergency Medical Services (EMS) <br /> <br />1. Training and preparation <br /> <br /> - develop alert notification procedures for EMS personnel <br /> - provide awareness-level training on terrorism response to all EMS personnel <br /> - provide incident commander-level training on terrorism response to all <br />supervisors <br /> - train personnel on the characteristics and symptoms of chemical and <br /> biological agents <br /> - develop mutual aid plans to ensure the immediate utilization of additional <br />on-duty resources as needed <br /> - develop procedures with local EMS doctors for the on-site triage of <br />contaminated patients <br /> <br />2. Actions taken if terrorist activity is discovered <br /> <br /> - obtain threat level from Sheriff's Department or municipal police department <br /> - coordinate with Sheriff's Department or municipal police departments on the <br />assessment of conditions and threat level. <br /> - initiate alert or notification process to all subordinate units involved in local <br />terrorism response <br /> - open and maintain communications with Sheriffs Department or municipal <br />police department to obtain additional intelligence reports and other information needed <br />for response operations <br /> <br />3. Actions during terrorist incident <br /> <br />agents <br /> <br />- conduct casualty treatment and evacuation within the target area. <br />- control all EMS response and assistance on the scene <br />- establish incident command if first on scene <br />- begin monitoring all casualties for symptoms of chemical or biological <br /> <br /> - identify injured personnel and fatalities within the target area, if possible <br /> - begin health monitoring of the fire service personnel working in the hot and <br />warm zones <br /> <br />EOP/APPENDIX 2 to ANNEX Q 4 <br /> <br />September 2001 <br /> <br /> <br />
