Planning and Zoning Commission Minutes <br />October 18, 2001 <br /> <br />Paqe 5 <br /> <br />The vote was 7 to 2 to approve the design plan. Mr. Dwiggins and <br />Mr. Drye dissenting. <br /> <br />lVlr. Dwiggins MOT'/ONED to deny Petition C01-06(S) based on the <br />adequate public facilities ordinance, lack of school seats, seconded <br />by Mr. Drye. The vote was unanimous. <br /> <br />The Vice Chair introduced the fourth item on the Agenda, Preliminary Subdivision <br />Plat Approval, Petition C01-07(S): <br /> <br />4. Applicant: Pace Development <br /> Request: Preliminary Subdivision Plat Approval <br /> <br />This was a request to the Cabarrus County Planning and Zoning <br />Commission from Pace Development to have their subdivision plat <br />Skybrook approved preliminary. <br /> <br />Mr. Rodger Lentz, Senior Planner, addressed the Board presenting <br />Petition C01-07(S) and staff report stating Skybrook has some <br />additional properly, they are keeping the total number of dwelling <br />units the same as what was approved but they are shifting some of <br />those dwelling units from multi-family to single-family. He said <br />there is an agreement between the party and the Board of <br />Commissioners that would cover those additional single-family lots <br />based on the adequate public facilities ordinance. Hr. Lentz said <br />staff is asking the Board to not consider the adequate public <br />facilities ordinance but just the design plan of this subdivision. He <br />said staff recommend approval of Skybrook subdivision with the <br />condition that full right and left turn lanes be constructed at the <br />entrance per NCDOT construction standards and that is per the <br />County Subdivision Regulations, Section 66-76(F). <br /> <br />Mr. Hark Houle, Xarbrough, Williams & Houle, addressed the Board <br />stating this original piece of property was owned by the original <br />owner of Skybrook. He said in their original plan they had a stub <br />road connecting to this property. Hr. Houle said the main thing is <br />that they really want to get an additionally connection to Harris <br />Road. He said they negotiated with the property owner and he <br />was willing to .sell and incorporate it into the project. <br /> <br /> <br />
