Box 2448 Raleigh, NC 27602 Dear John: I have received your response (copy enclosed) to m~ letter of August 20, 1998. understand your position, however, I disagree with your interpretation of the pertinent statutes. Cabarrus County contends that cabling is a component of the telephone and computer systems, connecting telephone handsets to PBX processing units and personal computers to servers in local area networks. Consequently, cabling should be provided and installed by the state, since the state is responsible for telephones, as described in the excerpted statute below: "§ 7A-300. Expenses paid from State funds (a) The operating expenses of the Judicial Department shall be paid from State funds, out of appropriations for this purpose made by the General Assembly. The Administrative Office of the Courts shall prepare budget estimates to cover these expenses, including therein the following items and such other items as are deemed necessary for the proper functioning of the Judicial Department: %) Salaries and travel expenses of clerks of superior court, their ssistants, deputies, and other employees, and the expenses of their ices, including supplies and materials, postage, telephone and elegraph, bonds and insurance, equipment, and other necessary items;" ~' Please pass this letter along to Rick Kane of the AOC legal department and ask him to direct his correspondence to the Cabarrus County Attorney, Senator Fletcher L.
