Each time this process begins the Bec establishes <br />a budgeted amount to cover the mid year adjustments. For FY 02 this amount was $400,000. <br /> <br />A consultant is employed in August/September and the results are delivered in <br />November/December. Pay plan adjustments are usually made effective in January and are in <br />place for one-half the fiscal year. <br /> <br />The timing of these events follows the fiscal periods for public sector employers in North <br />Carolina. In order to do an accurate assessment, the consultant must wait for public employers to <br />finalize their compensation plans at the beginning of the fiscal year (July). <br /> <br />Generally, the consultant's proposals as submitted are consistent with local and regional markets. <br />There are some specific variances from the study that are proposed. <br /> <br />First, the consultant's recommendation regarding Sheriffs deputies falls Short of the local <br />agencies (Kannapolis, Concord, and Mecklenburg) that we routinely compete with for the best <br />talent. <br /> <br />Second, there are specific department heads, which are endorsed for a single grade upward <br />move. We tend to staff thinly on administration. That puts each department head in a position of <br />accepting broader and increased responsibility as well as routinely taking on interim assignments <br />not part of individual job functions. They should be compensated for those efforts. <br /> <br />Costs: <br />FY 02 budgets (this fiscal year) allocated approximately $400,000 for salary grade and other <br />compensation adjustments.
