B. Carruth
A. Fennel
R. Freeman
C. Privette
R. Suggs

October 19, 2001

Frank Clifton, County Manager
Cabarrus County
PO Box 707
Concord, NC 28026

Dear Frank:

You have requested a written report on our experience with the FergUson Group.

City Council authorized a contract with them through December of 2001. The reason for this
deadline was to be able to review results after the completion of the Federal budget process. We
do not know how successful we will be yet but we do know that all of our top priorities are
receiving consideration.

I will say personally that the Ferguson Group has helped us make contacts that we would have
had difficulty making on our own. They have also provided tactical advice on specific projects
that has been valuable. They monitor activities on Capital Hill daily and let as know if we need
to supply additional information or make another contact. Some of the committees seem to ask
for additional infmmation knowing it is difficult for an entity to pick up on it in time to meet
their deadline. The Ferguson Group has been able to make sure we respond in a timely maturer.

Probably the biggest help has been identifying funding sources for needs. The Ferguson Group
has helped us target funding sources for all of our priorities. Some of the Congressional staffs
are not even aware of some of these Federal sources and the Ferguson Group had to educate
them on the guidelines for funding consideration.

They also make regular progress calls on the staffs of our delegation just to make sure they have
not forgotten our priorities.

Hope this helps.

Sincerely,

W.
