Subject: Advertising for Bids <br /> <br />Purpose: To establish a procedure for advertising bids <br /> <br />Policy: <br /> <br />It is the County's policy for bids to be advertised a minimum of seven (7) <br />full days prior to bid openings. (actual day advertised not considered <br />when counting seven (7) days) Bids are advertised by the following: <br /> <br />Apparatus, Supplies, Materials & Equipment - <br />($90,000 or more) <br /> <br />Purchasing Agent <br /> <br />· :' Construction or Repairs - <br /> ($300,000 or more) <br /> <br />Purchasing Agent <br /> <br />Certain Specific Projects - <br />Authorized by the <br />Board of Commissioners <br />($90,000 or more) <br /> <br />Board's Designee <br /> <br />Procedures: <br /> 1. <br /> <br /> All legal notices are published in a local newspaper and/or by <br /> electronic means (i.e. Cabarrus County website) <br /> 2. Legal notices are normally due to the newspaper office three (3) <br /> days prior to publication. <br /> 3. Each legal notice must contain the following: <br /> a. Time and place for bid opening <br /> b. Time and place where plans and specifications may be <br /> obtained. <br /> c. The phrase "Cabarrus County reserves the right to reject any <br /> and all bids." <br />On certain construction contracts, a notice that bidders must be properly licensed under <br />Chapter 87, NC General Statutes (87-15 <br /> <br /> <br />
