I C SARRUS COUN J

CAROLINA

January lO, 2000

To:

Cabarrus County Board of Commissioners
Cabarrus County Manager
Cabarrus County Deputy Manager

From:

Steve L. Little, Director
Cabarrus County Parks and Recreation Department

Subject: New Mowing Contract Agreement and Budget Amendment

In April, 1999, Cabarrus County solicited mowing proposals for the North, Central and
Southwest Districts (which were being serviced by Gilmore Lawn Care). Nine (9) mowing
companies submitted mowing proposals for these sites. On May 4, 1999, Cabarrus County
revised the service agreement with Gilmore Lawn Care terminating their mowing contract for the
Southwest District due to their failure to perform according to specifications. In May, Cabarms
County awarded a new mowing contract to H & R Lawn Care for the Southwest District. The
current contract agreement between Cabarrus County and Gilmore Lawn Care for the North and
Central Districts was still in effect.

On September 14, 1999, Cabarrus County terminated the mowing agreement with Gilmore Lawn
Care for the North and Central Districts. Their mowing agreement was terminated for numerous
contract violations, such as repeated failure to mow sites according to approved weekly schedule,
repeated occurrence of unacceptable work, repeated failure to completely mow/trim/edge each
site, etc.

On Wednesday, September 15, 1999, Cabarrus County awarded a temporary mowing service
contract for ten Cabarrus County property maintenance sites to Bamhardt's Lawn Care. The
duration of this contract agreement was September 25,1999 to November, 1999 or until seasonal
grass growth was completed. Bamhardt's Lawn Care was the overall low bidder on the mowing
proposal from April, 1999.

Parks and Recreafic~r; Department

-:"! :' · .: ~:'~ 7,37 · ::?:,,':,:t-:: ',;-; ,:~,~:~ :::'-* · 7;.!
