Little, Director <br />Cabarrus County Parks and Recreation Department <br /> <br />Subject: <br /> <br />Request for funding from the Town of Harrisburg for the completion of soccer <br />fields at the Harrisburg Town Park. <br /> <br />This letter is in reference to the formal request for funding from the Town of Harrisburg for the <br />completion of soccer fields at Harrisburg Town Park. In 1999, the Harrisburg Youth League <br />organized thirty-five (35) youth soccer teams in Cabarrus County. These thirty-five teams from <br />the Harrisburg Youth League composed over 26% of all the teams in Cabarrus County; <br />therefore, there is a definite need for soccer fields in the Harrisburg area. <br /> <br />The current Harrisburg School/Park on Highway 49 has two soccer fields. The new Harrisburg <br />School/Park site will have five baseball/softball fields and one soccer field. The proposed <br />Harrisburg Town Park is planned for two full size soccer fields or five to six junior size fields. <br />These two proposed parks, one for baseball/softball at the new Harrisburg School/Park and the <br />second for soccer at the Town Park will greatly enhance youth athletics in the Harrisburg area. <br /> <br />The practice of matching assisting municipalities in general construction of recreational facilities <br />has been a common practice for Cabarrus County Parks and Recreation Department. Cabarrus <br />County has assisted cities of Kannapolis and Concord in matching funding of athletic ballfields <br />and other active projects. <br /> <br />In the proposal, the Town of Harrisburg, will assume the following: <br /> Install the irrigation system on the soccer field <br /> · Complete rough grading <br /> · Gravel parking lots/roadway <br /> · Provide daily maintenance repairs and operational duties for the Town Park. <br /> <br />The Cabarrus County funds ($30,000) would be utilized for fine grading, Bermuda spr/gging and <br />turf improvements for two full size soccer fields. Without these funds, these two fields may not <br />be available until 2001 or 2002. <br /> <br />Cabarrus County will greatly benefit from these public facilities proposed by the Town of <br />Harrisburg. I recommend for the Cabarrus County Board of Commissioners to consider this <br />project. <br /> <br /> <br />
