Specifically, the budget <br />provision calls for these funds "to be allocated to the county departments of social <br />services for hiring or contracting additional staff on or after January 1, 2000, to recruit, <br />train, license and support prospective foster and adoptive families, and to provide <br />interstate and post-adoption services". It is the clear intent of this provision is to expand <br />system capacity in the areas of recruitment/training/licensing, interstate services, and <br />post-adoption support. The Division agrees that these are areas of the child welfare <br />system in which additional resources must be invested, and had requested $6.5 million <br />for this purpose. <br /> <br /> Following discussions with the Children's Services Committee of the County <br />Directors' Association, we are allocating these funds to those county DSS agencies with <br />the highest number of children who entered the foster care system for the first time <br />during SFY 98-99 AND the highest number of children adopted during SFY 98-99. <br />Each county DSS will receive an annual allocation of $55,000 for this purpose. There is <br />no requirement for matching funds. Please note that the funds can ONLY be used for <br />positions created, or contracts signed, after January 1,2000.
