Since recruitment
and training and licensing of prospective foster and adoptive families, interstate
services, and pre-placement assessments occur on behalf of children in the foster care
system, this requirement should be easily met since the child is considered a family of
one. For the use of these funds to provide post-adoption support services, however, the
adoptive family's income must be considered. This may place some limitations on
which families may receive these services provided by the new positions.

We are very pleased to make these funds available to your agency. If you
accept the terms of this allocation, please complete and return the attached statement
by January 1, 2000 so that formal allocation notices and specific reporting requirements
can be forwarded. Please send me notification before January 1,200 if you choose not
to accept the terms of this allocation.

Sincerely,

Charles C.
