Fennel, Chairman of the Cabarrus County Board of <br />Commissioners, do hereby proclaim <br /> SENATOR JOHN ASNCROFT <br />an honorary citizen of Cabarrus County in recognition of his being a United <br />States Senator and extend best wishes for a most enjoyable and memorable <br />visit to Cabarrus County. <br /> This the 18=n day of January, 2000. <br /> <br /> /s/ Arne L. Fennel <br /> Chairman, Board of Commissioners <br /> <br />OLD BUSINESS <br /> <br />Reconsideration Of Resolution Concerning the Incorooration of Midland <br /> <br /> Having voted in the majority for the approval of the Resolution <br />concerning the incorporation of Midland at the December 20, 1999 meeting, <br />Commissioner Privette made a motion to reconsider the Resolution. The motion <br />was seconded by Commissioner Casper and unanimously carried. <br /> <br /> There was brief discussion regarding support of the people's right to <br />pursue incorporation and to vote on the issue. <br /> <br /> UPON NOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />RESOLUTION <br /> <br />Resolution No. 2000-01 <br /> <br /> WHEREAS, representatives of the Midland community have informed the <br />Cabarrus County Board of Commissioners that citizens of that community wish <br />to incorporate the Midland area to include those individuals residing within <br />the boundaries as outlined on the attached map; and <br /> WHEREAS, under current North Carolina law, a town may be incorporated <br />only by act of the North Carolina General Asse~ly subsequent to the review <br />and recommendation by the Joint Legislative Commission on Municipal <br />Incorporations; and <br /> WHEREAS, North Carolina General Statute 120-163 outlines the procedures <br />that a community must follow in its efforts to incorporate, specifically a <br />petition signed by 15 percent of the registered voters of the area proposed <br />to be incorporated and verified by the Cabarrus County Board of Elections; <br />and <br /> <br /> <br />
