<br /> The Board received the Memo dated February 15, 2000 from Mr. Ron
<br />Harwood, Emergency Medical Services (EMS) Director, recommending the award of
<br />the bid to the second lowest bidder, MedicMaster. He stated his reason for
<br />this recommendation as follows:
<br />
<br /> The Laerdal Heartstart model has a patented process that
<br />monitors the amount of resistance to the heart muscle with each
<br />shock. Each shock is maintained at a consistently lower watts
<br />per second than the other model. The Physio-Control model
<br />increases the watts per second with each additional shock.
<br />Continued successive shocks at higher wattage reduces the
<br />resistance of the heart muscle which in turn reduces the
<br />potential for a successful resuscitation.
<br /> Additionally, Rowan-Cabarrus Community College already has
<br />training equipment that is specific to the Laerdal monitor.
<br />(Rowan County and surrounding agencies are presently using the
<br />Laerdal monitor.)
<br /> Therefore, based on the information above, and on customer
<br />satisfaction, it is my recommendation that the choice of purchase
<br />should be Laerdal.
<br />
<br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and
<br />unanimously carried, the Board awarded the bid for the purchase of automated
<br />external defibrillators to the second lowest bidder, MedicMaster, in the
<br />total amount of $33,916.40 based on the recommendation as stated in a
<br />Memorandum dated February 15, 2000 from Mr. Ron Harwood, EMS Director, and
<br />set forth above.
<br />
<br /> The Board by consensus agreed for the Chairman to send a letter of
<br />appreciation to The Cannon Foundation for the grant of $35,000.00 to acquire
<br />the new defibrillators.

<br />Governmental Center Renovations for Planninq Services and Information
<br />Technoloqy Services Departments - ADDrove Budaet Amendment and Award
<br />Construction Contract to Low Bidder, C. M. Black Construction Co. [$103,373)
<br />
<br /> Mr. John Day, Deputy County Manager for Operations, reviewed the
<br />construction bids and other costs associated with the renovations to the
<br />offices of Planning Services and Information Technology (IT) Services. The
<br />estimated costs for the project were as follows: $103,373.00 for
<br />construction; $10,627.00 for Contingency; $48,972.00 for cabling, a technical
<br />workbench and cubicles/workstations.
<br />
<br /> The following bids were received on February 15, 2000 for the IT and
<br />Planning Department renovations. The Request for Bids was published in THE
<br />INDEPENDENT TRIBUNE on January 31, 2000.
