395 <br /> <br />DRAFT <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina, on Mo'hday, February 21, 2000, <br />at 6:30 p.m. <br /> <br /> Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br /> Chairman Fennel called the meeting to order at 6:30 p.m. <br /> <br /> Scouts Ryan Printy and Cody Yandle of Boy Scout Troop 178 from the <br />Crossroads United Methodist Church conducted the Flag Ceremony. <br /> <br /> Reverend Cameron Ervin of the First Baptist Church of Mt. Pleasant gave <br />the invocation. <br /> <br />APPROVAL OR CORRECTION OF MiNT~TES <br /> <br /> UPON HOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the minutes of January <br />18 and February 7, 2000 as written. <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> Chairman Fennel announced that the Cabarrus Board of Education had <br />requested that the Board consider an increase in compensation for School <br />Board members effective March 1, 2000. He stated the Board would not add the <br />item to the Agenda for this meeting but would consider the issue during FY <br />2001 budget deliberations. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the Agenda as <br />submitted. <br /> <br />RECOGNITIONS ~ AWARDS <br /> <br />RecoGnition of Development Services - Sedimentation Control Division for <br />Receiving the Outstanding Program of the Year Award from the North Carolina <br />Sedimentation Control Co~ission - Mike Downs, Development Services Director <br /> <br /> Mr. Mike Downs, Development Services Director, recognized Mr. Tony <br />Johnson (Erosion Control Specialist), Mr. Thomas Smith (Erosion Control <br />Inspector) and Ms. Angela Gray (Permit Clerk} on receiving the Award of <br />Excellence from the North Carolina Sedimentation Control Commission for <br />having the outstanding local program of the year in the state. He pointed out <br />that the local program has been in place for only two years. <br /> <br /> On behalf of the Board, Commissioner Carpenter presented the Award of <br />Excellence plaque to Mr. Johnson, Mr. Smith and Ms. Gray. <br /> <br />Recognition of Winners in the Annual Essay, Poster and Public Smeakin= <br />Contests Sponsored bv the Cabarrus Soll & Water Conservation District - <br />Dennis Testerman, Resource Conservation S~ectalist <br /> <br /> Mr. Dennis Testerman, Resource Conservation Specialist, announced the <br />following winners in the annual Conservation Education Contests. <br /> <br />9=h Annual Poster Contest: "Soil and Water Conservation" <br />3rd Grade: 1Bt Place - Nicholas Sailer, Cresthaven Academy Home School; 2"d <br />Place - Megan Pethel, Jackson Park Elementary School; 3~d Place - Antonio <br />Depascale, Jackson Park Elementary School. <br /> <br />4th Grade: 1'~ Place - Lauren Thomas, Thomas Academy; 2nd Place - Jonathan <br />Efird, Jackson Park Elementary School; 3rd Place - Joy Cannon, Jackson Park <br />Elementary School; <br /> <br /> <br />
