397 <br /> <br />DRAFT <br /> <br /> On Dece~ber 20, 1999, Mr. M. C. Love asked for the County's assistance <br />in removing trees that are blocking a section of Coddle Creek adjacent to his <br />property. In response to that request, Mr. Tony Johnson and Mr. Matthew <br />Kinane submitted a "Cabarrus County Impaired Stream Report for the <br />Austin/Love Property" as a part of the Agenda. The Report listed the <br />following possible actions by the County: (1) Elect to take no action to <br />correct the problem; (2) Provide technical and financial assistance to this <br />site only; (3) Develop a Cabarrus County policy on improving and maintaining <br />streams in the county; and (4) Wait for the Phase II Implementation of the <br />Storm Water Plan proposed for calendar year 2003. <br /> <br /> Mr. Clifton presented the following estimates for work on the section <br />of Coddle Creek adjacent to the Austin/Love property: $25,000.00 to restore <br />the bank and remove the trees and $10,000.00 to remove the trees with no bank <br />restoration work. He pointed out there are thousands of mile~ of streams in <br />Cabarrus County with similar problems. <br /> <br /> Mr. Kinane reviewed the "snagging and clearing" program that was in <br />place in Cabarrus County during the 1980's. The County spent approximately <br />$25,000.00 per year to clear selected stream areas; however, rules regulating <br />the removal of debris from streams have changed since that time. Mr. Kinane <br />addressed the need to look at the ecological system and water quality issues <br />for the whole watershed to adequately treat the problem. <br /> <br /> Commissioner Casper stated for the record that she opposed the proposal <br />to simply remove the trees from the stream and leave them on the stream bank. <br /> <br /> There was lengthy discussion regarding the stream erosion control <br />issue. Items of discussion centered on the condition of other streams in the <br />county, current permitting procedures to clear streams, the possibility of <br />the National Guard providing assistance in removing debris from the streams <br />and the need for a comprehensive erosion control plan for the future. <br /> <br /> The Board agreed to meet at 6:30 p.m. on Monday~ March 27, to continue <br />discussion of the stream erosion control issue. Staff will present a <br />comprehensive overview of the issue, known problems in area streams, possible <br />methods to address the problems and examples of how other jurisdictions are <br />handling similar problems. <br /> <br /> Mr. Kenneth Austin, property owner, again requested the County's <br />assistance in removing the trees from a section of Coddle Creek adjacent to <br />the Austin/Love property. Ee invited Board members to visit the site. <br /> <br />CONSENT AGENDA <br /> <br /> Commissioner Privette asked that Item 2 (Budget Amendment - Future <br />Capital Projects} and Item 3 (Budget Amendment - Capital Reserve Fund) be <br />removed from the Consent Agenda.
