#1 Xl'l [~,RO LINI <br /> <br />MEMORANDUM <br /> <br />T0: Blair Benneth Deputy County Man~r <br />FROM: Jim Cook, Social Services Directo~ <br />DATE: 3-20-00 <br />SUBJECT: Improvements to Human Service Center <br /> <br /> Fred Pilkington asked that I write you concerning improvements to the from of <br />the Human Services Center. Fred has taken the lead for the three agencies at the Human <br />Services Center in working with the facility architect to develop a plan for improving the <br />front of the facility. <br /> <br /> At the time the facility was renovated, every effort was made to use "value <br />engineering" to contain costs. I believe that we did an exceedingly fine job as a county in <br />developing a facility which meets the needs of our citizens at the most reasonable costs. <br /> <br /> In the process, relatively little was done to the from of the building other than <br />painting and installing of windows and doors. A plan for signage involving cloth banners <br />was used. <br /> <br /> We very much need to replace the signs indicating the departments located at the <br />Center. It would also be appropriate to make reasonable improvements to the appearance <br />of the facility. It is important that the facility reflect a careful and conservative attention <br />to costs. It is also important that the facility have a clearly institutional character. <br /> <br /> Fred had asked that each of the three agencies located at the Center contribute <br />$15,000 to ~the cost of improvements. Social Services has not budgeted this expense. <br />However, if the County is agreeable to our doing a budget amendment to the current year <br />budget (essentially to allow us to use funds from lapsed salaries), or to revising the <br />budget for the coming year, we could participate in the costs up to the $15,000 proposed. <br /> <br /> (As a building renovation, under state policy, the cost would need to be included <br />in the county indirect cost plan.
