OPON MO?IO~ of Commissioner Barnhart, seconded by Commissioner Privette <br />and unanimously carried, the Board waived the dual membership provision of <br />the County's Appointment Policy to allow Ms. Martha E. T. Nagood to continue <br />to serve as a member of the Adult Care Home Community Advisory Committee as <br />well as the Department of Aging Advisory Board. <br /> <br />Nursino Home Co--unity Advisory Committee <br /> <br /> ~PON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board appointed Ms. Shirley Dorton to the Nursing <br />Home Community Advisory Committee for an initial term of one year ending <br />March 31, 2001. <br /> <br />INFOR/6AL P~IB~IC CO~4ENTS <br /> <br /> Chairman Fennel opened the meeting for Informal Public Comments at <br />10:08 P.M. There was no one present who wished to address the Board. <br /> <br />REPORTS <br /> <br />Sale of H~Frisbur= Elementary School Property - Uoset Bid Process <br /> <br /> Mr. Clifton reported that changes had been made in the contract with <br />Boulevard East LLC for the purchase of the Harrisburg School property. The <br />purchase price had been reduced to $1,904,750.00 and the payment of a real <br />estate commission by the County had been eliminated from the contract. He <br />stated the County is ready to advertise the upset bid process and Staff will <br />notify the approximately 32 firms/individuals who have expressed an interest <br />in the property. <br /> <br /> There were no objections by the Board and the upset bid process will <br />proceed. <br /> <br />Fair Committee <br /> <br /> Chairman Fennel reported that three architectural firms had been <br />interviewed for the development of a Master Plan for the County Exposition <br />property on Highway 49. Chairman Fennel, Commissioner Carpenter and Mr. <br />Clifton will travel to Dallas on March 24 to meet with representatives of one <br />of those firms, Leisure and Recreation Concepts, Inc. <br /> <br />NEW BUSINESS <br /> <br />Closed Session - TO Consider the Ac~uisition of Real Property as Authorized <br />by N. C. General Statute 143-318.11(a) (5) <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Privette <br />and unanimously carried, the Board moved to go into closed session to <br />consider the acquisition of real property as authorized by North Carolina <br />General Statute 143-318.1t(a) (5). <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board moved to come out of the closed <br />session. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board authorized the issuance of a Notice of Action <br />to institute condemnation proceedings on a 62-acre parcel of property on Cox <br />Mill Road and owned by George Thomas Benton at approximately $900,000.00. The <br />purpose for which the property is to be condemned is to expand and enhance <br />the facilities available for education of the children of Cabarrus County, <br />and for the recreation of the public, specifically for a new school and/or <br />park facility. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board agreed to purchase 30 +/- acres <br />of property located adjacent to the County's property on Highway 49 from M & <br />F Properties for the location of the School administration and maintenance <br />facility, including the school bus garage, at a cost not to exceed $25,000.00 <br />per acre subject to the appropriate rezoning of the property by the City of <br />Concord for the necessary uses associated with the County.
