PLANNING STAFF REPORT TO <br />CABARRUS CO. PLANNING AND ZONING COMMISSION <br />Thursday, February 17, 2000 <br /> <br />Staff UseOnly: <br /> Approved: <br /> <br /> Denied: <br /> 'lhblcd: <br /> <br />neighborhoods, requires siting on major thoroughfares, and requires <br />relatively large-scale off street parking. <br /> <br />Considerations: <br /> <br />Staff would like to suggest the following issues that the Board of <br />Commissioners examine with this proposal: <br /> <br />1. The rezoning is consistent with Petition C00-04(R). This <br /> petition will follow if Petition C00-02(R) is approved. <br /> <br />The Traffic Impact Analysis has been reviewed by NCDOT. <br />Correspondence is attached, and the petitioners traffic consultant <br />will address these issues. <br /> <br />The LDR zoning district allows for a net maximum density of 2 <br />units per acre while the HDR zoning district allows for a net <br />maximum density of 18 units per acre. Under the existing <br />zoning 892 units could be developed on this property. The <br />addition of the 19 acre parcel that the petitioner will help the <br />County purchase would allow a total of 930 units to be <br />developed. <br /> <br />The Planning and Zoning Commission on January 20, 2000 <br />tabled this item due to a quorum and vote interpretation <br />pertaining to Special Use rezoning. They reviewed the petition <br />on February 17, 2000 and held a public hearing. The Planning <br />& Zoning Commission voted 5-4 to deny this petition based on <br />the following identified issues: <br /> <br />a. School capacity. <br />b. Traffic implications. <br />c. Quality of life effects for area residents. <br />d. Authority of the Planning & Zoning Commission to accept <br /> advancement of school adequacy proposals. <br /> <br />5. The petitioner has indicated they will address these issues with <br /> the following information: <br /> <br />a. Details of the agreement previously reached in principle <br /> with the Board of Commissioners to address school <br /> adequacy. <br />b. A detailed Traffic Impact Analysis performed by Kubilins <br /> Transportation Group. The Executive Summary of that <br /> report is attached, and a representative form Kubilins, <br /> Stephen Stansbery, will be present to review that report. <br />c. Information regarding general development of this area of <br /> the County as well as the north and northeast Mecklenburg. <br />d.
