PLANNING STAFF REPORT TO
CABARRUS CO. PLANNING AND ZONING COMMISSION
Thursday, February 17, 2000

Staff UseOnly:
Approved:

Denied:
'lhblcd:

neighborhoods, requires siting on major thoroughfares, and requires
relatively large-scale off street parking.

Considerations:

Staff would like to suggest the following issues that the Board of
Commissioners examine with this proposal:

1. The rezoning is consistent with Petition C00-04(R). This
petition will follow if Petition C00-02(R) is approved.

The Traffic Impact Analysis has been reviewed by NCDOT.
Correspondence is attached, and the petitioners traffic consultant
will address these issues.

The LDR zoning district allows for a net maximum density of 2
units per acre while the HDR zoning district allows for a net
maximum density of 18 units per acre. Under the existing
zoning 892 units could be developed on this property. The
addition of the 19 acre parcel that the petitioner will help the
County purchase would allow a total of 930 units to be
developed.

The Planning and Zoning Commission on January 20, 2000
tabled this item due to a quorum and vote interpretation
pertaining to Special Use rezoning. They reviewed the petition
on February 17, 2000 and held a public hearing. The Planning
& Zoning Commission voted 5-4 to deny this petition based on
the following identified issues:

a. School capacity.
b. Traffic implications.
c. Quality of life effects for area residents.
d. Authority of the Planning & Zoning Commission to accept
advancement of school adequacy proposals.

5. The petitioner has indicated they will address these issues with
the following information:

a. Details of the agreement previously reached in principle
with the Board of Commissioners to address school
adequacy.
b. A detailed Traffic Impact Analysis performed by Kubilins
Transportation Group. The Executive Summary of that
report is attached, and a representative form Kubilins,
Stephen Stansbery, will be present to review that report.
c. Information regarding general development of this area of
the County as well as the north and northeast Mecklenburg.
d. Restatement of that agreement.

Page 2 oi'3
Petition C00-02(R)
