PLANNING STAFF REPORT TO <br />CABARRUS CO. PLANNING AND ZONING COMMISSION <br />Thursday, February 17, 2000 <br /> <br />StalYUseOnly: <br /> <br /> Approved: <br /> I)enied: <br /> l'ablcd: <br /> <br />Analysis: <br /> <br />The applicant, Robert Burkett, is requesting approval of rezoning <br />approximately 446 acres from LDR, Low Density Residential to <br />HDR-SU, High Density Residential Special Use and GC, General <br />Commercial for the purpose of developing a mixed-use project <br />consisting of single and multi family residential, office/retail, and <br />County school facilities. <br /> <br />Four (4) points of access are proposed for this development, one (1) <br />on HWY 73, one (1) on Odell School Road, and two (2) on Harris <br />Road. Said entrances will have a boulevard design with adequate <br />taper and turn lanes. A traffic impact analysis has been submitted to <br />determine offsite improvements to the above entrances and existing <br />offsite intersections using 2004 as the analysis year. NCDOT has <br />reviewed and responded to that analysis. <br /> <br />The traffic consultant for the project concludes that HWY 73 will <br />need to be widened to the recommended five lane urban section. <br />Turn lanes and signal phases will need to be added to achieve <br />adequate traffic operations at the Odell School Road/HWY 73 <br />intersection. In addition, traffic signals and turn lanes will be <br />required at the four (4) proposed intersections to achieve adequate <br />traffic operations for the proposed rezoning. The applicant has <br />agreed to construct these improvements, at their cost, as a <br />condition of this rezoning. <br /> <br />The applicant has agreed to a condition as part of the HDR <br />zoning to cap the total number of residential dwelling units at <br />1,670. This should be compared to the 930 total units permitted <br />under the existing zoning. A preliminary breakdown is as follows <br />with possible modifications depending on the current market at time <br />of construction, 390 -40 foot wide townhome lots, 316 - 50 foot <br />wide single family lots, 455 - 70 foot wide single family lots, 405 - <br />80 foot wide single family lots, and 75 - 90 to 110 foot wide single <br />family lots. These figures total 1,641 residential dwelling units. For <br />your reference, the above figures equate to a density of 4.0 gross <br />units per acre and 5.0 net units per acre. <br /> <br />The applicant has agreed to donate approximately 60 acres of <br />land located north of Harris Road and east of the Rocky River <br />that includes grading, engineering work, and cash to Cabarrus <br />County for a joint elementary and middle school campus site. In <br />return, the County has agreed to a land exchange for the existing <br />Odell Elementary School site. On January. 18, 2000, the County <br />Board of Commissioners voted unanimously that the donation <br />would satisfy the Adequate Public Facilities Ordinance requirement <br />pertaining to current school overcrowding.
