Day, Deputy County Manager <br />May 9, 2000 <br />Livable Community Blueprint <br /> <br />Funding was included in this year's budget for a parks and recreation master plan. The <br />budgets for the cities of Concord and Kannapolis include similar appropriations. The <br />original intent was to prepare a multi-jurisdictional parks and recreation master plan. <br /> <br />Staffmembers from the recreation and planning departments and the managers' offices of <br />each jurisdiction met over several months to discuss and map out the master plan process. <br />A representative of the Health Alliance became involved in the planning process, and the <br />scope was broadened to include bicycle and pedestrian transportation routes (also a <br />concern of the Cabarrus-South Rowan Metropolitan Planning Organization), linking <br />cardio-vascular health to the initiative. <br /> <br />Requests for qualifications were mailed to over 40 firms with experience preparing such <br />plans. Staffmembers interviewed three firms and selected LS3P Associates Ltd., of <br />Charlotte and Charleston. Several meetings were held to refine the planning process and <br />deliverables. <br /> <br />The term "Livable Community Blueprint" was chosen to reflect the broadened scope of <br />the project and to shorten the title from "A plan for parks, leisure and recreational <br />facilities, open space and bicycle and pedestrian transportation routes." <br /> <br />The planning process is expected to take about nine months, and includes a public <br />opinion survey and extensive opportunities for direct public input. The entire process is <br />outlined in the attached contract with LS3P. <br /> <br />A Memorandum of Understanding is attached designating Cabarrus County as the lead <br />agency and distributing costs among the parties (Cabarrus County's share is $15,500). It <br />is hoped that the towns of Harrisburg and Mount Pleasant will participate, as well as the <br />Cabarrus-South Rowan Metropolitan Planning Organization.
