Staff Recommendation: <br /> <br />Mount Pleasant schools until the Central Cabarrus district <br />could accommodate additional students. <br /> <br />Based on a student generation rate of 0.6 students per <br />household this subdivision will generate 24 students at full <br />build out. It is anticipated that Central Cabarrus High <br />School could accommodate additional students in the fall of <br />2001after J.M. Robinson high school is completed. There is <br />a proposed new middle school that will relieve over- <br />crowding at J.N. Fries middle school, however the <br />construction of this school has not been funded and is more <br />than 2 years from being completed. Please see the attached <br />letter from Robert Kluttz for additional clarification. <br /> <br />To address the APFO standards, the developer has <br />proposed limiting the number of building permits over time. <br />It is proposed that the development be limited to 10 permits <br />per year. At this rate, and considering the time to improve <br />the property (i.e. grading, paving roads, etc.) a best case <br />scenario would be four to five years for complete build out. <br />The developer will present a letter to the board confirming <br />this proposal. <br /> <br />To address the adequacy of a particular public facility the <br />Board of Commissioners has three options. These options <br />include, the denial of a development application, <br />requirement that the timing of construction within a new <br />development coincide with the construction of new <br />facilities, or by requesting monetary concessions to address <br />the adequacy of a facility (i.e. donation of $500 per <br />residential lot). <br /> <br />Staff recommends that this petition be approved with <br />the limitation of 10 building permits per year. Our <br />recommendation is based on the following four findings: <br /> <br />1. There is very little inventory of vacant lots in the area <br /> surrounding this subdivision. <br />2. Within this subdivision, the rate of lot absorption is very <br /> low. From 1990 to summer 1999 there were 10 building <br /> permits issued for the construction of single-family <br /> homes in Vanderburg Estates. <br />3. By timing construction in Vanderburg Estates, the <br /> expected impact on area schools is no more than would <br /> be expected by other background development activity <br /> in Cabarrus County. <br /> <br /> Page 3 of 4 <br />Commission Report C00-02(S) <br /> <br /> <br />
