459 <br /> <br />DRAFT <br /> <br />April 30, 2003: Sheriff Robert Canaday, Kannapolis Police Chief Paul Brown; <br />Ms. Dana Nance (Probatiom Officer); Ms. Charlotte Kiefer (Community Service <br />Coordinator); and Mr. Dorsey M. Ward (Mental Health). Further, the Board <br />appointed Ms. Toni Shops [Community Based Corrections) to the Advisory Board <br />for a term of three years ending April 30, 2003. Ms. Shops will fill the <br />position previously held by Ms. Amy Anderson (Community Based Corrections) <br />who did not seek reappointment. <br /> <br />Adult Care Home Comunitv Advisory Co~lttss <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Barnhart <br />and unanimously carried, the Board reappointed Ms. Melzie Hartsell to the <br />Adult Care Home Community Advisory Committee for a term of three years ending <br />May 31, 2003. <br /> <br />INFOm~A~. PVSU~c q(~NTS <br /> <br />Chairman Fennel opened the meeting for Informal Public Comments at 8:50 <br /> <br /> Mr. Andy Yates of Harrisburg questioned the Board's decision to borrow <br />additional funds for new school construction. He referenced a brochure <br />distributed by the Cabarr~s Taxpayer's Association during the February 1998 <br />local option sales tax referendum stating that the County had necessary funds <br />to construct new schools. <br /> <br /> Mr. Gene Cruse of Mt. Pleasant also questioned the Board's decision to <br />borrow an additional $~0 million to fund new school construction. He stated <br />that Chairman Fennel and Commissioner Privette told the public two years ago <br />that the County had the funding to build new schools. <br /> <br /> Mr. Sherrill Laney of Kannapolis questioned the issuance of <br />certificates of participation to finance new school construction rather than <br />having a bond referendum to give the citizens an opportunity to vote on <br />school funding. Ye questioned Commissioner Privette and Chairman Fennel about <br />the ~mystery" fund of $100 million that was supposedly available in 1998 to <br />build all new schools needed over the next five years. He also opposed the <br />sale or trade of the Odell School property. Finally. Mr. Laney commented on <br />the proposed tax decrease and cautioned about funding in future years. <br /> <br /> Commissioner Privette commented on the defeated 1998 referendum, growth <br />in the County and the funding for new schools. <br /> <br />Plantation Rioellns Rioht of Way <br /> <br /> Mr. Hartsell briefly reviewed the situation regarding the installation <br />of fiber optic cable by Level 3 Communications through an abandoned <br />Plantation Pipeline right of way at Coddle Creek. Work had been halted on <br />the cable installation project in order to resolve engineering concerns, <br />specifically those involving the Kannapolis raw water line and the sewer <br />system serving three homes. <br /> <br /> Mr. Greg Yost, Right of Way Agent for Level 3 Communications, stated <br />the need for an easement of 1,560 feet across County property at the <br />Reservoir to install the fiber optic cable. The company also plans to <br />utilize an existing OUt-of-service Plantation pipeline. <br /> <br /> The Board by consensus asked Mr. Clifton and Mr. Hartsell to obtain <br />additional information regarding LeYel 3's request for an easement across <br />County property at the Reservoir. <br /> <br />Recess of Msetinq <br /> <br /> There being no further business to come before the Board, Chairman <br />Fennel recessed the meeting at 9:20 p.m. until 6:30 p.m. on Tuesday, May 16, <br />2000.
