.o DRAFT <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on ~'uesday, May 16, 2000, at 6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Carolyn B. Carpenter <br /> Co~unissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. John <br />Day, Deputy County Manager for Operations; Mr. Blair Bennett, Deputy County <br />Manager for Administration; Mr. Don Cu~nings, Human Resources Director; Ms. <br />Cathie Keller-Straub, Budget Officer; and Mrs. Frankie F. Bonds, Clerk to the <br />Board. <br /> <br /> Chairman Fennel called the meeting to order at 6:30 p.m. Commissioner <br />Carpenter was absent for the beginning of the meeting. <br /> <br />BudGet Review <br /> <br /> Mr. Bennett reviewed the FY 2000-2001 revenue projections, including ad <br />valorem (property) taxes and sales taxes. <br /> <br />~90pgr~tive Extension <br /> <br /> Ms. Debbie Glauer, Director of the Cabarrus Cooperative Extension <br />Service Center, reviewed the requested budgets for the Extension Service, 4-K <br />Afterschool Program, 4-H Summer Fling and 4-H SOS Goldminers/PACK Program. <br />She proposed a reduction in the appropriation for salaries, including the <br />elimination of one part-time aide position, to purchase needed equipment. <br />With those changes, the reduction in expenditures would total $5,500.00. <br /> <br />Reaister of Deeds <br /> <br /> Ms. Linda McAbee, Register of Deeds, reviewed the proposed budget for <br />the Register of Deeds office. The major changes included a new facsimile <br />machine and an increase in the Travel budget for staff members to attend <br />Register of Deeds schools. <br /> <br /> Co~issioner Carpenter arrived at 7:15 p.m. and was present for the <br />remainder of the meeting. <br /> <br />Aqinq <br /> <br /> Mr. Mike Murphy, Aging Director, reviewed the Aging Department budget, <br />including Senior Services, Nutrition, Weatherization, In-Home Services and <br />Transportation. <br /> <br />Elections <br /> <br /> Ms. Linda Grist, Elections Director, reviewed the requested budget for <br />the Board of Elections. She stated a county in Virginia wished to lease ten <br />(10) of the County's voting machines for an upcoming election. The Board <br />agreed by consensus to lease the machines with the appropriate insurance and <br />contract. <br /> <br /> Ms. Grist discussed problems associated with the State Board of <br />Elections software and the difficulty in obtaining various types of reports. <br />For the FY 2001 budget, she requested consulting funds in the amount of <br />$35,000.00 to $38,000.00 for progra~ing work to customize election reports. <br /> <br /> ~ON MOTION of Commissioner Barnhart, seconded by Co~issioner Casper <br />and unanimously carried, the Board authorized an expenditure of up to <br />$30,000.00 in this year's budget for consultants to do programming work for <br />the Elections Office to customize reports in a format to meet the needs of <br />both staff and the public. Further, the Board authorized the appropriate <br />budget amendment for this expenditure. <br /> <br /> There was discussion about the low number of persons voting in the <br />recent primary election. To promote greater awareness of elections, it was <br />suggested that the Board of Elections coordinate the posting of standard <br />election signs at all polling places approximately two weeks prior to an <br />election. There was discussion as to who should be responsible for these <br />signs, specifically the Board of Elections or the political parties. <br /> <br /> <br />
