Planning and Zoning Commission Minutes
May :[8, 2000

DRAFT

Page 22

exist. The problem exist with the middle school. Mr. Mervin said the County
Commissioners are currently working on those school sites. He said it is his
understanding, at least the papers indicated today, that the County
Commissioners just last flight approved funding for two middle schools. He said
as best he understand it that somewhat fills in the void in this process of
adequate facilities. Mr. Mervin said the suggestion was made by the planning
staff that the number of building permits be limited to 10 a year.

Mr. Moose asked the Chair why the Board do not have that information on this
adequate facilities school capacity in this particular package.

Mr. Hobbs said it is in the letter.

The Chair said it does not give the projections or capacities when it is going to
come on line versus when this would come on line.

Mr. Hobbs said the letter reads, "the high school would not be a problem on
August of 200:[ when the new one is olYen. The middle school is a problem until
they fund and build a new one. :it is capped. Bethel school is at capacity until
the new one is built. :it is capped."

Mr. Dwiggins said to the Chair until the Board gets some clearer guidelines from
the Commissioners, he said he does not see how the Board can get around the
adequate facilities ordinance.

The Chair said because of the size of it and the fact that they do have some
plans to get the capacity on-line, he said he would vote for a motion they the
Board approve this subject to the Commissioners final approval.

Ms. Kiker said in the letter from Mr. KluLlz where he says ":if this subdivision was
the only one to be considered in this part of the county over the next two years
we believe the students could be accommodated. However, there is no
assurance that this will be the only proposed subdivision for this area". She said
she do not see how the Board can say, because this is small, we will go ahead.

There being no further comments, Mr. Dwiggins MOTIONED to deny Petition
C00-02(S) based on its failure to meet the adequate public facilities ordinance,
seconded by Mr. Love. The vote was 7 to 2. Mr. Carl Hill and Mr. Ed Hill
dissenting.
Petition C00-02(S) Denied
